The HIV/AIDS (Adolescents Development) Section, UNICEF Thailand Country Office is seeking an individual consultant to develop a draft adolescent health development strategy for Thailand in collaboration with key stakeholders and government, civil society organization (CSOs) and adolescents.

Background:

 

UNICEF Thailand - HIV/AIDS/ Adolescents Development and Participation Section - has developed its country plan with the focus to address adolescent health and development. Building on the Sustainable Development Goals (SDGs), UNICEF's new Strategy 2016-2030 recognizes adolescents as one of the priority target populations and commits to address key adolescent health issues by advocating for adolescent's rights to health; influencing government policies; strengthening service delivery; and empowering communities, including adolescents.  Adolescents are also a key group of population that the Royal Thai government is giving close attention to as they are experiencing several health risks that may results in poor health outcomes throughout their life.

 

Work Assignment:

This consultant will perform the following tasks:

  • To work with the Department of Mental Health of Ministry of Public Health (MoPH) facilitate the multi-ministerial discussion and collaboration to secure their commitment and contribution for the development of the adolescent health strategy along with associated Operational Plan and Monitoring and Evaluation (M&E) Framework.
  • To review relevant documents related to adolescent, risk-behaviours, health and well-being, guided national framework, policy, planning document to develop strategy in line with National plan and priority.
  • To conduct consultative meetings and key informants interviews with Policy Makers, main stakeholders in MoPH and other ministries working with adolescents such as Ministry of Social Development and Human Security, Ministry of Justice, Ministry of Labour and Ministry of Education and other partners such as WHO, UNFPA, significant NGOS and adolescents.
  • To conduct field visit, Focus Group Discussions and in-depth interviews with health care , education and social service providers both at the community and health facilities.
  • To draft result based adolescent health development strategy, its implementation plan and its monitoring and evaluation framework
  • To present the draft and consult with MoPH Technical Working Group on Adolescents for suggestions or recommendations to be incorporated before the final draft will be presented to all partners

Estimated Duration of Contract:  93 days over the period of February – June 2017

 

Qualifications or Specialized Knowledge/Experience Required:

  • University degree in one of the disciplines relevant to the following areas: Social Sciences, Health, Public Health, Family Health, Nursing, or a field relevant to international development assistance in Adolescent Development.
  • Minimum two years of relevant professional work experience. Experience working in the UN or other international development organization and field work experience.
  • Experience in knowledge management on gender or adolescents development/participation related.
  • Familiar with UNICEF's policy work with strong perspective of gender in programming.
  • High proficiency in English both written and verbal, especially for producing concise documents.
  • Knowledge of local working language in Thailand is a plus
  • Proven experience in understanding Adolescents and gender is a must.
  • Previous experience in similar assignment.
