These terms of reference (TORs) are to support the development of an operational guide on multi-sectoral convergence through CFC to scale up a package of high impact interventions including health, Nutrition, WASH, HIV and C4D in the first phase, and later ECD, Education, and protection; delivered to the same populations through integrated or interlinked systems and operations.

Purpose of the Assignment

These terms of reference (TORs) are to support the development of an operational guide on multi-sectoral convergence through CFC to scale up a package of high impact interventions including health, Nutrition, WASH, HIV and C4D in the first phase, and later ECD, Education, and protection; delivered to the same populations through integrated or interlinked systems and operations.    

Assignment Tasks

The content should include, but not limited, to the following:

  1. Preface
  2. List of abbreviations
  3. Executive summary
  4. Introduction: This section should provide the context of West and Central Africa as well as the rationale why CSD convergence is needed in West and Central Africa. It should also include the aim of the guide, its target audience and how it should be used.
  5. What works: This section should review published and unpublished literature to summarize the evidence of effective strategies/approaches/interventions to foster CSD convergence that are applicable to the context of West and Central Africa
  6. Goal and objectives
  7. The proposed CFC Framework: This section should explain the model derived from the review of the literature with its strategic pillars and recommended menu of actions to be considered in different country context.
  8. Implementation modalities: This section should explain what should be done and how it should be at all levels to operationalize CSD convergence
  9. M&E Framework: This section should explain the key impact, outcome, outputs, process and input indicators, indicator definitions, and the frequency of data collection and modes of verification.
  10. References: This section should attached all the references materials deemed necessary to support the evidence in the document and guide country level implementation.

UNICEF WCARO will provide further inputs at each phase of the development of the operational guide.

Qualifications of Successful Candidate

Education                   

 

  • Advanced university degree in Social Sciences, including Public Health, Epidemiology or related area.
  • At least 8 years of experience on maternal and child health, maternal and child nutrition and health systems strengthening, in particular community health systems in resource-limited settings
  • Ability to work collaboratively with UNICEF Child Survival and development Team to design and write the different sections of the tools and develop its tools
  • Knowledge of community approaches to total sanitation (CATS) is an asset.

Years of relevant experience

  • Experience working in developing country settings.
  • Appreciation for the need for simple, readily adaptable tools that can be easily implemented by health managers.
  • Excellent, clear and concise English OR French skills.
