The incumbent of this temporary position aims is to develop the needed technologies to facilitate the collection and analysis of data on the intermediate results and the real-time monitoring of the performance of high-impact maternal and child interventions across health, HIV, nutrition and WASH sectors. The key interventions cut across the lifecycle of the child and include antenatal care, childbirth, postnatal care, immunization, infant and young child feeding, micronutrient supplementation, management of childhood illnesses and acute malnutrition, access of safe water and sanitation and promotion of good hygiene practices. This initiative will serve as a proof of concept to inform further programming and scale up throughout the West and Central African Region.

Purpose of the Position

 The incumbent of this temporary position aims is to develop the needed technologies to facilitate the collection and analysis of data on the intermediate results and the real-time monitoring of the performance of high-impact maternal and child interventions across health, HIV, nutrition and WASH sectors. Key Expected Results

  1. Coordinate and provide support on the development of the overall CFC innovation strategy including its formulation, design, planning, implementation and monitoring in close collaboration with Country Offices (DRC, Guinea & Sierra Leone) and the Global Innovations Center (GIC).
  2. Proactively scout for new innovative ideas and opportunities and support the Regional Office to showcase successful initiatives to Government, partners and donors
  3. Coordinate and support development and testing of innovation products and processes to strengthen and improve real time monitoring aiming at increasing data availability, quality and timeliness at community, facility and district levels; and contribute to optimizing program effectiveness and efficiency. More specifically, support the development of the following products:
  • Electronic community register with compliance tracking
  • Electronic clinical algorithms
  • Commodity tracking system
  • Bottom up social accountability platform

    4.Train UNICEF staff, partner staff, government counterparts and other end users in 3 selected countries in the use of innovation products and processes.

    5.Facilitate negotiations with mobile network providers to secure partnerships for scale up and sustainability

    6.Document innovation project processes and ensure effective learning and knowledge exchange to increase the knowledge and skills of UNICEF and government staff in all 24    WCAR countries.

 

Qualifications of Successful Candidate

  •  Advanced University degree in Social Sciences, Information Technology, or other relevant disciplines.
  • Eight years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation.
  • Familiarity with information systems and health technologies is highly required.
  • Experience in programme design, management and direct implementation of Innovation initiative(s) is required. Experience implementing RapidPro an asset.
  • Experience in project management and rolling out of large scale projects especially in hard to reach areas in developing countries is highly desirable.
  • A strong understanding of UNICEF's mission and vision as well as its programmes through direct or indirect work experience with UNICEF.
  • Proven ability to manage relationships with partners, including government ministries, youth coalitions, UN organizations, NGOs and the private sector.
  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences.
  • Fluency in French and English is required.
