Senior Regional Physical Planner

ORGANIZATIONAL CONTEXT

The Senior Regional Physical Planner will coordinate her/his work with the Head of the Regional Service Centre (RSC) in Nairobi and work in close consultation with the parent section at Headquarters, Geneva (Shelter and Settlement Section). She/he will closely coordinate her/his activities with other relevant specialist units in RSC.


FUNCTIONAL STATEMENT

Accountability
- UNHCR has a clearly articulated policy to streamline specialist activities within its IDP and refugee programmes.
- UNHCR's country operations in the region are provided with sound specialist advice and support and thus better able to meet the needs of persons of concern.
- UNHCR has a strong monitoring and evaluation programme which ensures that minimum UNHCR and international standards are met.

Responsibility
- Assist the operations in the region in developing and implementing comprehensive shelter and settlement strategies in line with UNHCR¿s Global Strategy for Settlement and Shelter (2014-2018) and the Policy on Alternatives to Camps.
- Promote the pursuit of alternative settlement options to camps. If the establishment of a planned settlement (camp) cannot be avoided, ensure the settlement applies Master Plan principles linking the new settlement to existing infrastructure and promoting a mutually beneficial relationship between the host community and persons of concern to UNHCR.
- Emphasize effective use of local materials and building practices in sectoral responses while ensuring a timely progression from emergency to more durable solutions.
- Ensure that environmental considerations and cross-cutting issues are streamlined in the planning and implementation of shelter and settlement programmes.
- Act as first responder for shelter and settlement at the onset of an emergency within the region and work closely with the Shelter and Settlement Section (SSS) to ensure longer term technical capacity is available in country to implement a technically sound shelter and settlement response.
- Reinforce the operations¿ technical capacity through peer learning and support global capacity building initiatives in the area of shelter and settlement, with specific emphasis on the roll-out of the physical site planning toolkit and design software licences (AutoCAD).
- Ensure country operations undertake comprehensive site assessment before establishing new settlements to avoid situations whereby PoCs are accommodated on hazardous sites.
- Establish sustainable and regular reporting with country operations in line with UNHCR Results Based Framework which will in turn feed into global reporting mechanisms for shelter and settlement.
- Guide and assist in the preparation of settlement layouts, shelter designs and related documentation e.g specifications, bill of quantities, etc. which are linked to comprehensive sectoral strategies.
- Facilitate dialogue with programme colleagues in country operations to ensure shelter and settlement responses are adequately reflected in country operation plans and related budgets.
- Review and comment on proposals submitted by international/local NGOs, UN agencies, contractors and other partners as they concern shelter and settlement for UNHCR¿s persons of concern.
- Provide specialist inputs/standards in the area of shelter and settlement for relevant project partnership agreements and submissions to the regional committee on contracts.
- Work closely with SSS to ensure operations are implementing technically sound responses and support the implementation and roll-out of sectoral tools developed at regional and global level.
- Coordinate with relevant UN agencies and partners to ensure sectoral programmes are in line with UNHCR policies.

Authority
- Ensure compliance with UNHCR's global strategies, protocols and guidelines.
- Approve recommendations and advice with regard to the specialist capacity required by UNHCR and its partners in the region.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree in Civil Engineering or Architecture.
- At least ten years of experience in a similar/related role, including five years in an international technical/managerial position.
- Sound knowledge of AutoCAD software and GIS.
- Good interpersonal and conflict management skills, ability to work in a multicultural environment and team player.
- Ability to work under pressure and manage a variety of tasks simultaneously.
- Ability to lead a specialist team under tense emergency situations.
- Proficiency in written/oral English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Knowledge of the UN cluster approach.
- Experience working with the UN system.
- Knowledge of other key relevant sectors including but not limited to Water, Sanitation & Hygiene (WASH), Environement, Energy.
- Knowledge of other UN languages.
