Reporting/Programme Officer

ORGANIZATIONAL CONTEXT
The incumbent receives guidance from the Senior Finance Officer and the Senior Resource Manager.  S/he may receive indirect guidance from other sections and units relevant to the MENA country programmes. The UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Reporting/Programme Officer. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.

External contacts are predominantly with persons on subject matters of importance to Organization's programme and oversight (e.g. counterparts in other organizations). 

FUNCTIONAL STATEMENT
Accountability (key results that will be achieved)
- Operations plans are reviewed and analysed for integrity of data and overall coherence.
- Coherency and consistency maintained in oversight compliance.

Responsibility 
- Assist in the coordination of a transparent, consultative and responsible APR process for the Bureau led by the Senior Resource Manager through collation and review of Bureau-wide input, liaison with Desks and Divisions, and maintenance of timelines according to global instructions. Monitor and support implementation of APR conclusions.
- Assist in developing the Bureau operations plan and reports in compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions.
- Provide programmatic support to ensure integrity of indicator data of country operations in the region needed to measure and analyse UNHCR's performance, trends, and target interventions, through regular sharing of reports and analysis of key programmatic elements throughout the programme cycle.
- Assist in managing the oversight process within the Bureau, including through liaison with Desks, operations, HQ Divisions and counterparts in oversight bodies.
- Assist the SRM in managing the risk register of the Bureau, and support Desks, operations with maintenance of quality risk registers whenever necessary.
- Assist in the process to ensure a consistent application of the organization¿s criteria and policies for programme management and oversight throughout the year and in all stages of the programme cycle.
- Serve as focal point for technical and training support within the Bureau on RBM and UNHCR's RBM software and tools.
- Coordinate input for and draft relevant Bureau-wide reports and reviews, including the Mid-Year Review and Year-End Report. 
- Provide input and coordination support for external/donor reports where required.
- Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects.
- Apply UNHCR¿s corporate tools (e.g. Global Focus, Focus Client) to record data and assess the technical soundness of the operation and generate data for evidence-based decisions at the regional-level.
- Assist in monitoring compliance to the organization¿s resource allocation framework, providing support and taking corrective action where required.
- Ensure compliance in issuance of audit certificates for Implementing Partners.
- Monitor the implementation of IP Risk Management techniques and tools.
- Perform other related duties as required.

Authority
- Provide inputs for the Bureau operations plan (including budgets, staffing levels and structures) as well as prepare funding submissions, appeals and reports.
- Represent UNHCR in UN fora dealing with operations management and programmatic issues.
- Enforce compliance with UNHCR¿s global strategies, protocols and guidelines.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree or equivalent in Economics, Business Administration, Social Science or related field
- Minimum 8 years of previous job experience relevant to the function (6 years in case of advanced university degree).
- Excellent knowledge of English and working knowledge of another UN language.

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES
- Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
- Good knowledge of UNHCR financial rules, procedures and processes.
- Knowledge of another relevant UN language.
- Knowledge of UNHCR specific programmes (MSRP, Focus, etc.).
- Computer skills (in MS office).
