Registration Officer (Business Analysis)

ORGANIZATIONAL CONTEXT

proGres in Partnership, the latest version of proGres (proGres v4), is UNHCR¿s corporate web-based online registration, case management and assistance tracking system. It incorporates the functionalities of earlier versions of proGres, and includes a range of new functionalities and features. It is a system which enables UNHCR to grant access to partners (including host Governments), ensuring a common platform for collaboration. It seamlessly integrates with other corporate tools such as BIMS (UNHCR¿s Biometric Identity Management System), the GDT (UNHCR¿s Global Distribution Tool), UNHCR¿s Data Warehouse, a cash management system and other corporate systems reflecting allowing for the management of standard operational and innovative operations management practices.

proGres V4 supports operational functions ranging from Registration to different case management functions such as Child Protection, SGBV, General Protection, RSD and resettlement, as well as a variety of assistance management functions. It also aims to integrate key organisational priority functions such as cash based interventions and targeting methods through amendments of v4 as well as through interoperability and integration with other corporate systems.

proGres V4 will facilitate more efficient use of data collected by UNHCR and partners on persons of concern and relevant case and beneficiary management as well as protection and assistance data including support the management of cash based intervention. proGres v4 adheres to the standards set in UNHCR¿s data protection policy.  This will bring improved data management and greatly facilitate a wider and more efficient use of the data collected while fully protecting data confidentiality.

This position is located within the DIST/ DPSM joint proGres v4 and Biometrics project. The incumbent will be under the overall supervision of Development Lead (Senior Business Analyst) of the v4 suite of tools. The overarching responsibility of this post is to provide Business Analysis as well as user support to the proGres v4 project. The position will also support deployments of v4 both from remote and through missions. The incumbent is expected to work primarily within the Development Work Stream and to actively engage in other core activities of the v4/BIMS project including in deployments as well as user and operations¿ support.

FUNCTIONAL STATEMENT

Accountability
- proGres V4 will replace all earlier versions of proGres used in UNHCR operations around the world.

Responsibility
- Conduct desk reviews and comparison of systems' documentation to determine global business requirements.
- Conduct data quality assessment, data clean-up and data mapping prior and post data migration from proGres v3 and other systems to the proGres v4 data model.
- Review software applications which were developed by country operations on their initiative thus to ensure that the global system counters for relevant field needs.
- Lead report reviews and requirement definition for reports to be generated from the v4 software.
- Engage in requirement definitions for proGres v4 interoperability with other systems.
- Participate in requirements definition workshops including technical requirement workshops.
- Draft business requirements documentation and user story templates.
- Support country offices through analysing and following up on country operations' requirements and through providing post-deployment user support to operations.
- Identify and document business requirements for the development and improvement of proGres v4 and other registration, case management and assistance management systems as required.
- Identify and document business requirements for the development and improvement of the GDT, BIMS, the ERT, a cash management and delivery platform, as well as of specialized innovative features incorporated into these.
- Document information in form of process flow and visualisation materials.
- Contribute to knowledge management and team learning and any other tasks required by the Project.
- Conduct proGres user training.
- Any other related tasks as required.

Authority
- Decide on user training and user support.
- Decide on business analysis and process mapping.
- Make decision on issues related to data migration and reports.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Computer Science, Social Sciences, Law, Economics or related field. 
- At least Minimum 8 years (6 years with advanced university degree) of relevant professional job experience.
- Experience in Business Analysis and specification of requirements.
- Understanding of UNHCR registration, individual case management processes or assistance delivery processes including operations data management.
- Familiarity with proGres and other UNHCR systems like e.g. RAIS.
- Advanced computer skills.
- Fluency in English (written/oral/comprehension), additional UN Language is an asset, excellent drafting skill in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Experience in UNHCR protection and programme delivery and management.
- Experience in UNHCR field operations in Operational Data Management, Registration, RSD or Resettlement, including solid knowledge of proGres v3.
- Experience with proGres v4.
- Strong analytical, planning and organizing skills, in particular in the area of database management and operational data management, including SQL and Microsoft Dynamics CRM.
- Excellent training/facilitation skills.
- Another UN language is an asset.
