Associate Registration Officer (Deployment - BA)
ORGANIZATIONAL CONTEXT
The new version of proGres called proGres in Partnership (proGres V4) is UNHCR¿s corporate web-based registration and case management system. proGres V4 supports operational functions ranging from Registration to different case management functions such as Child Protection, SGBV, General and Legal Protection as well as RSD and resettlement. It also aims to integrate key organisational priority functions such as cash based intervention and targeting methods.
proGres V4 will facilitate more efficient use of the data in the field and connections for partners to the proGres database while reinforcing the protection of data contained therein. This will bring improved data management and greatly facilitate a wider use of the data collected through registration while fully protecting data confidentiality
This position is located within the DIST/ DPSM Joint proGres V4 and Biometrics Project. The incumbent will be under the overall supervision of the Programme Lead, and reporting to the Registration Officer (Deployment Case Management) who reports directly to the Senior Registration Officer-Deployment. The overarching responsibility of this post is to provide deployment support to the proGres V4 project.
FUNCTIONAL STATEMENT
Accountability
- proGres V4 will replace all earlier versions of proGres used in UNHCR operations around the world.
Responsibility
- Provide business analysis support as part of the assessment of countries targeted for deployment of proGres V4.
- Assist with data quality assessment, data clean-up and data mapping prior and post data migration from proGres V3 and other systems to the proGres V4 data model.
- Identify training and support needs in the deployment planning phase.
- Conduct user training of UNHCR and Partner Staff in the various functional areas such as Registration, RSD, Resettlement, VolRep, Protection, Assistance, etc. during deployment missions.
- Assist operations with change management and updating SOPs in order to align them with updated corporate requirements instituted in proGres V4.
- Provide ongoing support to field users on process related issues post deployment.
- Assist in the identification and documentation of business requirements for the development and improvement of proGres V4 and other refugee systems as required.
- Contribute to knowledge management and team learning.
- Any other related tasks as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Social Sciences, Law, Economics, or related field.
- Minimum 4 years (2 years with advanced university degree) of relevant professional job experience.
- Fluency in English (written/oral/comprehension), additional UN Language is an asset.
DESIRABLE QUALIFICATIONS & COMPETENCIES
- Experience in UNHCR protection and programme delivery and management.
- Experience in UNHCR operations in registration, RSD or Resettlement including solid knowledge of proGres V3.
- Excellent writing and training/facilitation skills.
