The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.


The CashCap roster is an expert deployment capacity hosted by NRC.  Our Mission is to facilitate and strengthen the capacity of the humanitarian sector to undertake and promote quality cash transfer programmes in different contexts, and to ensure greater technical expertise on Cash Transfer Programming (CTP) in emergencies. This includes assessment, design, implementation, coordination, capacity building and monitoring of cash and market programming. We also aim to ensure that mainstreaming of gender, protection and do no harm principles are incorporated into CTP and multi-sector cash programming at global, regional and country levels. 

 

Role Requirements

Our roster requires Cash experts from technical, operational and / or strategic (coordination) backgrounds.  Common requirements include leading cash working groups and/or consortiums, carrying out market and cash feasibility assessments, and providing technical advise to humanitarian partners and national organisations.

 

We currently have several priority deployments with our UN partners and we require experts with high level technical skills and knowledge of cash programming.  Common role and responsibilities expected of our experts include: 

 

  • Provide technical guidance and support to field teams, humanitarian partners and local authorities on Cash related issues and activities to ensure programme quality, adherence to agreed standards, national policies, best practices and impact soundness in their implementation.

  • Build strategic alliances with other key actors internally and externally to advocate for cash transfer programming and ensure continuity of advocacy efforts

  • Engage actively in multi-sectorial responsesFacilitate capacity strengthening activities of implementing partners to address key areas of importance to refugees / displaced population and host community members.

  • Develop training modules, information, education and communication materials specific to the context and culture as required, and conduct training as required

  • Complete detailed needs and resource assessments.

  • Contribute to the development of technical guidelines, provision of advise and support relating to project planning design and implementation, and taking into account the local context, geographical location and available technologies.

  • Ensure mechanisms to monitor performance of activities are in place and ensure data collection and reporting is carried out systematically, and within a timely manner and with quality information.

  • Consider practical aspects of implementation, long-term sustainable solutions and relevant technical specifications and guidelines in planning.

 

Qualifications:

  • University degree within a relevant field of study.

  • Minimum 6 years of professional humanitarian experience (equivalent to the UN P3 level or higher).

  • Extensive experience in the Cash sector and a very good understanding of the social, financial and economic processes relating to Cash in developing country contexts, particularly in post-disaster contexts.

  • Proven experience and ability to develop technical tools and guidance such as Standard Operating Practice (SOP) assessment forms, Monitoring and Evaluation (M&E) tools such as Post Distribution Monitoring and feedback mechanisms.

  • Practical experience with protection mainstreaming in cash based approaches.

  • Experience in cluster or cash working group (active participation or coordination).

  • Experience in dealing with development of tools and capacity building for multiple agencies.

  • Ability to conduct data analysis using various methods, and apply judgement in the context of assignments given.

  • Sound computer skills, familiarity with UN reporting methods and software.

  • Demonstrated experience working with different cash delivery mechanisms.  Experience in working with the private sector (banking and mobile services) will be highly regarded.

  • Experience in leading or actively participating in CTP advocacy initiatives

  • Expertise in planning, formulation, implementation, monitoring and reporting on cash related humanitarian operations. 

  • Strong written and oral communication skills in both French and English.  Arabic is an advantage.

  • Knowledge of the humanitarian community, including donors, governments, the UN system and relevant international and regional organisations.
