Since July 2015, UNICEF is implementing the project “Strengthening and Developing Sustaina-ble Basic Social Services for Children in Abkhazia” funded by the Swedish International De-velopment Agency (SIDA). Aim of this project is to support community based approaches to the provision of quality basic social services for children; to strengthen and develop social work; and to contribute to evidence building on child protection issues in Abkhazia. To support the planning, coordination, implementation, monitoring and evaluation of this pro-ject, UNICEF’s Sukhumi Field Office is recruiting a local Child Well-Being Assistant on Special Service Agreement (SSA) for a period of 3 months.

 

Background:

Since July 2015, UNICEF is implementing the project "Strengthening and Developing Sustainable Basic Social Services for Children in Abkhazia" funded by the Swedish International Development Agency (SIDA). Aim of this project is to support community based approaches to the provision of quality basic social services for children; to strengthen and develop social work; and to contribute to evidence building on child protection issues in Abkhazia.

 To support the planning, coordination, implementation, monitoring and evaluation of this project, UNICEF's Sukhumi Field Office is recruiting a local Child Well-Being Assistant on Special Service Agreement (SSA) for a period of 3 months.

 Scope of work:

Under the direct supervision of the Chief of Sukhumi Field Office and in close cooperation with the Head of Child Protection, relevant UNICEF child protection specialists and the Sukhumi-based National Project Officer, the Sukhumi-based Child Well-Being Assistant will provide support to the development, implementation, monitoring and evaluation of all child protection related activities of the Sukhumi Field Office.

Contract period:

The duration of the contract is 3 months starting from approx. mid February 2017.

 Duties and responsibilities:

The Child Well-Being Assistant will fulfil the following duties and responsibilities:

  • Engage in research on specific topics related to child well-being and provide background information/papers/reports to UNICEF;
  • Support the implementation of the Sida-funded project "Strengthening and Developing Sustainable Basic Social Services for Children in Abkhazia" in all its aspects; amongst others, provide input to various draft project documents, participate in the planning, preparation, implementation, monitoring and evaluation of activities, and provide input to various reports related to child well-being activities;
  • Monitor, document and report on the activities of UNICEF's implementing partners and their impact in the field of child well-being in Abkhazia;
  • Support the coordination of UNICEF activities in the field of child well-being with the activities of UNICEF's implementing partners, other international organizations and NGOs;
  • Establish and maintain close contacts with stakeholders in Abkhazia (representatives of relevant authorities, NGOs, local communities etc.) in the field of child well-being;
  • Establish and maintain close contacts with relevant UNICEF colleagues and offices outside of Abkhazia;
  • Fulfil other duties and responsibilities as requested by the Chief of Sukhumi Field Office or Head of Child Protection.

1. Engage in research on specific topics related to child well-being and provide background information/papers/reports to UNICEF.

Quality reports/papers/background information documents on various issues related to child well-being are produced and shared with the consultant and relevant UNICEF staff.

 

 

2. Support the implementation of the Sida-funded project "Strengthening and Developing Sustainable Basic Social Services for Children in Abkhazia" in all its aspects.

 

Throughout the contract period

 

Quality support to the planning, preparation, coordination, implementation, monitoring and evaluation of activities; quality input to various project related documents including reports.

 

3. Monitor, document and report on the activities of UNICEF's implementing partners in the field of child well-being in Abkhazia.

 

Throughout the contract period

 

Regular updates and analytical reports to Chief of Sukhumi Field Office, Head of Child Protection and National Project Officer on activities of UNICEF's implementing partners.

 

4. Support the coordination of UNICEF activities in the field of child well-being with the activities of UNICEF's implementing partners, other international organizations and NGOs.

Throughout the contract period

Smooth coordination of UNICEF activities with relevant programme staff of UNICEF implementing partners, other international organizations and NGOs.

 

5. Establish and maintain close contacts with stakeholders in Abkhazia (representatives of relevant authorities, NGOs, local communities etc.) in the field of child well-being.

 

 

Throughout the contract period

 

Smooth cooperation and coordination of UNICEF activities with technical/programme staff of relevant authorities and other stakeholders in Abkhazia.

6. Establish and maintain close contacts with relevant UNICEF colleagues and offices outside of Abkhazia.

7. Fulfil other duties and responsibilities as requested by the Chief of Sukhumi Field Office or Head of Child Protection.

Necessary qualifications and experience:

  • Specialised trainings in a relevant field (e.g. law, sociology, psychology, medicine, pedagogical studies etc.); relevant university degree would be a significant asset;
  • At least three years relevant working experience;
  • Good understanding of child well-being issues;
  • Very good analytical skills, experience in research and the writing of analytical reports;
  • Very good organizational skills;
  • Fluency in Russian language and working knowledge of English language; knowledge of other relevant languages would be an asset;
  • Ability to work in a multi-national environment with team members from different cultural backgrounds.

 Performance indicators:

The Child Well-Being Assistant's performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of duties and responsibilities fulfilled.

 Unsatisfactory performance:

In case of unsatisfactory performance the contract can be terminated by notification letter sent 15 days prior to the termination date.

 Entitlements:

The Child Well-Being Assistant will be remunerated on monthly base equivalent to a General Service post grade 6 without pension contribution and other allowances, payable following satisfactory fulfilment of the duties and responsibilities and the provision of a monthly report on activities performed and deliverables achieved.
