The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In light of the armed conflict in eastern Ukraine, causing displacement of civilians and increasing pressures on resources and host communities, NRC has established a long-term Country Programme in Ukraine in line with NRC’s mission statement and core competencies. The main focus is for NRC to respond to the protection and assistance needs of the conflict-affected population, including IDPs, returnees, host communities and local communities in eastern Ukraine, notably along the contact-line. As the conflict is becoming protracted, it is necessary to respond to the evolving needs of the civilian population with not only an emergency humanitarian response, but also with early-recovery/recovery activities.

In 2017, NRC will continue to its extensive Shelter/NFI and ICLA programmes, as well as pursue early-recovery/recovery interventions through livelihoods restoration with agricultural and market rehabilitation activities (Food Security/Livelihoods Programme).

The NRC Logistics/ICT Manager will be the overall responsible for NRC’s logistics activities and IT support in Ukraine. The Manager reports to the Country Director, and will work in close cooperation with NRC’s Regional Advisors based in Oslo (logistics, ICT and controller).

Job description

  • Generic responsibilities:
  • Ensure that transport, vehicle and asset management, procurement and other logistical processes take place in compliance with Logistical Handbook and donor requirements
  • Personnel management of the logistics and administrational teams in sub-offices
  • Training, development and internal “audits” of logistics and administration teams, in all offices are compliant with NRC / donors’ policy and procedures
  • Training and guidance of line managers with logistical responsibilities
  • Ensure anti-corruption, transparency and cost efficiency focus in procedures and trainings
  • Establish filing systems/archives according to NRC standards in all offices
  • Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
  • Regular analysis and report requirement, as assigned

  • Specific responsibilities:
  • Place special emphasis on developing, coaching and mentoring logistics staff at the different NRC offices in Ukraine (Area office(s) / sub-offices / Kyiv), recognizing that most staff members are new to NRC and to the humanitarian sector. A plan of action for nationalization of the LM post should be considered.
  • Build the logistics/ICT capacity of line managers and programme/project staff; in this regard, provide advice/guidance and regular training of line managers and staff with logistics-related responsibilities (e.g. procurement), with an emphasis on staff that are new to NRC and to the humanitarian sector.
  • Provide proactive support in the opening of new NRC office(s) (notably in NGCA, if/as required), including putting in place adequate logistics/ICT systems and procedures, as well as hiring, training and coaching new staff. Because of the dynamic environment in NGCA (with an economic/commercial blockade imposed by the Ukrainian government), the management of logistics may prove especially challenging, with a need for innovative approaches.
  • Cooperate with the CO management, as well as with Country Management Group (CMG) members, to implement anti-corruption policy; provide recommendations for strengthening anti-corruption measures (in light of the corruption challenges of the Ukraine context).
  • Play a significant role in the implementation of the NRC Security SOPs as a member of the CMG.
  • Participate actively as a CMG member, providing support, advice and expertise as required for strategic and policy issues related to logistics/ICT. Undertake medium- and long-term planning vis-à-vis logistics/ICT requirements.
  • Liaise pro-actively with international humanitarian actors (UN, NGOs, ICRC, NGO Forum, etc.), commercial sector and other logistics counterparts (e.g. Logistics Cluster) in order to coordinate and provide better services to programmes.

Qualifications

  • Generic professional competencies:
  • Minimum 5 years’ experience working as a Logistics Manager in an aid/recovery context
  • Strong management, planning and leadership skills
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

  • Context/ Specific skills, knowledge and experience:
  • Knowledge of the context in Ukraine will be an asset.
  • Knowledge of automated logistics systems will be an asset
  • Knowledge of Ukrainian or Russian will be an asset.
