Under the supervision of the Chief Planning & Monitoring, the Senior Budget & control Assistant is responsible for programme budget planning, monitoring and reporting, as well as general support and quality assurance to programme budget management.

Purpose of the job

Under the supervision of the Chief Planning & Monitoring, the Senior Budget & control Assistant is responsible for programme budget planning, monitoring and reporting, as well as general support and quality assurance to programme budget management.

 

II. Key functions, accountabilities and related duties/tasks

  • Support the planification phase in introducing the AWP and related information in the system; Allocate funds in the planning phase and respond to changes in their management.
  • Organizes data and information mainly from VISION, inSight and prepares periodic and ad hoc reports on programme implementation such as for the Midterm Review and Annual Review.
  • Contributes to the preparation of reports, project documents and submissions to governments by providing information, preparing tables and drafting relatively routine sections. Prepares background information for use in discussions with governments and other organizations. Participates in the briefing and debriefing of project personnel.
  • Monitor budget implementation to ensure accurate utilization and expenditure levels and provide regular analysis and reports, notably for the PCM and CMT
  • Compiling information on costs of budget Programme and support budget elements, such as staff and related costs, from automated files and compiles them in standardized and customized reports.
  • Scrutinizes plans of operations, exchanges of letters and takes appropriate follow-up action. Assists in the administrative process of government requests for assistance.
  • May be required to carry out specific administrative operational/control tasks for project/programme activities
  • Performs other duties as required.

 

III. Impact of Results

The incumbent provides regular tracking analysis of Institutional Budget funds utilizations. Failing to allocate the funds in time and as per requirements, or failing to inform staff in time on expiring funding sources or inadvertent misuse of funding sources can lead to loss of significant resources for the country office.

 V. Recruitment Qualifications

 Education:

Completion of secondary education. Knowledge of automated budgeting and accounting systems and of the budget preparation and implementation processes in the organization.

 Experience:

Seven years of progressively responsible clerical or administrative work, of which at least one year is closely related to support of programme activities.

Language Requirements:

 Fluency in French and working knowledge of English.
