Context:

The ultimate objective of the project is to align the Ukrainian migration and asylum management with European and international standards and best practices through the development of institutional and technical capacities of the migration management bodies, particularly the State Migration Service of Ukraine (SMS) and the State Border Guard Service of Ukraine (SBGS) and the deployment of an automated integrated migration management information system (IMMIS). Under the overall supervision of the Chief of Mission (COM), direct supervision of the CBMM Programme Coordinator and in close coordination with the Senior Programme Coordinator the successful candidate will be responsible for the implementation and strategic oversight of the European Union-funded project titled Support for Migration and Asylum Management in Ukraine. Core Functions / Responsibilities:

1. Carry out everyday management and coordination of the project, lead the Project Management Team with support of the CBMM Programme Coordinator, organize the work of the project team, including the project Technical Focal Points and the Reform Support Teams, assign tasks, organize project promotion and project meetings, collect and organize all project-related information and prepare project reports, including to the donor. Page 1 / 42. Draft and ensure the execution of the project implementation plan, approve the necessary documents related to the project implementation.

3. Draft terms of references for internal and external expertise needed throughout the project implementation, coordinate recruitment and supervise the achievement of deliverables set in consultancy contracts.

4. Coordinate and oversee the work of the Technical Focal Points responsible for implementing activities in their respective areas in line with the project implementation plan, namely (i) enhancement and, when relevant, amendment of the national policy, legal and regulatory framework for migration and asylum; (ii) analysis and improvement of migration management business processes; (iii) development of the human resources system and training of the personnel of the Service of Ukraine (SMS); (iv) provision of Information and Communications Technology (ICT) solutions and equipment to the State Migration Service of Ukraine (SMS) and the the State Border Guard Service of Ukraine (SBGS), including a comprehensive and modern integrated migration management information system (IMMIS).

5. Participate in the Steering Committee and therein present the activities achieved and planned, flagging any issues which cannot be otherwise resolved for the Committee to take decisions on them.

6. Chair and lead the Technical Working Group meetings and the Project Management Team’s meetings; ensure production of the meeting minutes by a person designated by him/her. 7. Supervise correct disbursement of programme finances, maintenance of proper filing and accountability systems.

8. Ensure evaluation of reliability of service providers and supervise their performance for each activity outsourced with support from the IOM Global Procurement and Supply Unit, IOM Kyiv Procurement Unit, IOM Technical Specialists and Administrative Support, particularly by verifying the providers’ references and in evaluating bids in terms of quality of materials, proposed timeframes and methodology against the financial offer.

9. Ensure mitigation of risk of loss in terms of quality, durability and consistency of services provided, quality assurance with support from the respective Focal Point overviewing the work of the Quality Assurance contractor, who is involved in preparation of Quality Assurance Plans for the equipment to be frontloaded and for the integrated migration management information system (IMMIS).

10. Establish sound working relations with partners and ensuring information exchange on all operational aspects of the project; act as project referent with all external stakeholders. 11. Promote public relations and visibility of the project, ensuring the implementation of the visibility plan of the project.

12. Undertake duty travel within Ukraine and abroad as necessary.

13. Perform such other duties as may be required.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Business Analytics, Information and Communications Technology, Computer Sciences, Engineering, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or

Page 2 / 4• University degree in the above fields with seven years of relevant professional experience. Experience

• Working experience in migration management and/or identity management, with supervising responsibility is required;

• Knowledge and experience in project coordination, implementation as well as monitoring and evaluation;

• Experience in supervising projects with consistent Information and Communications Technology (ICT) equipment and procurement components;

• Knowledge of European Union (EU) policy, structures and European best practices in migration management;

• Experience in organizational change management is highly desirable;

• Experience in developing Information and Communications Technology (ICT) systems that manage information is highly desirable;

• Experience in liaising with governmental and diplomatic authorities as well as with international institutions is highly desirable;

• Knowledge of migration policy and actors in Ukraine is desirable;

• Thorough knowledge of the IOM project management cycle, programme support modalities and administrative systems and rules is an asset.

Languages

Fluency in English is required. Working knowledge of Russian and/or Ukrainian is an advantage. Desirable Competencies:
