Responsible for building relationships with public sector stakeholders and regional bodies in support of Eastern and Southern Africa Regional programs and priorities. The Public Partnerships Specialist is also responsible for supporting senior management teams in the Regional Office and in Country Offices in developing strategic partnerships and leverage resources to achieve results for children in the region. In addition, the Public Partnerships Specialist will develop relevant materials and tools needed to support the engagement strategy.

Background of the Position

Responsible for building relationships with public sector stakeholders and regional bodies in support of Eastern and Southern Africa Regional programs and priorities.  The Public Partnerships Specialist is also responsible for supporting senior management teams in the Regional Office and in Country Offices in developing strategic partnerships and leverage resources to achieve results for children in the region.  In addition, the Public Partnerships Specialist will develop relevant materials and tools needed to support the engagement strategy. 

Key Accountabilities and Duties & Tasks

Collaborates with the senior management teams in the Regional Office and Country Offices to facilitate engagement with key donors from the public sector and regional bodies to advocate, mobilize resources and influence cooperation with UNICEF to ensure the attainment of ESAR's regional priorities.

In close collaboration with relevant Regional Office advisors and Country Offices, identifies resource mobilisation opportunities with public sector donors and assists in the development of multi-country regional office proposals for ESAR.

Coordinates and supports the review of CO public sector donor proposals, as required.

Maintains the proposal pipeline matrix and other RM tracking tools, and disseminates donor intelligence to ESAR Regional Advisors and Country Offices.

Supports the Regional Advisor for Partnerships in identifying and developing Public Private Partnerships within the region.

Provides technical support to Country Offices on public sector engagement and partnerships, resource mobilisation strategies and action plans and supports capacity building.

Liaises closely with the Public Partnerships Division in NY, Brussels, Tokyo and GAO on issues related to public sector partnerships and donor intelligence.

Supports contribution management to maximize effective use of donor funds and donor satisfaction, from proposal and fund implementation to reporting, liaising with PPD, Regional Office and recipient COs, as required.

Maintains and updates all relevant engagement and resource mobilization strategies for the region, ensuring a close fit with the changing external and internal environment, and translates the strategy into annual budgeted and results-driven work plans, with the corresponding market analysis, coordination and prioritization of campaigns, projects, events and partnerships.

Supports the conceptualization, planning, execution, monitoring and evaluation of the region's resource mobilization and engagement strategy with public sector donors and regional bodies.

Qualifications of Successful Candidate

  • Advanced university degree in communications, social sciences, marketing, public relations, business administration and management or related field; A first level university degree in combination with additional two years above the minimum qualifying experience may be accepted in lieu of the advanced university degree.
  • Professional(s) with a minimum five years of progressively responsible work experience in private sector or public sector fundraising, donor outreach and management, or partnerships administration, preferably with some at the international level.
  • Experience designing and implementing resource mobilisation plans and partnership strategies
  • Understanding of child rights and business a plus
  • Strong planning/organizing skills
  • Strong networking/relating skills
  • Strong team player
  • Experience in Africa and/or good knowledge of African private sector
  • Has highest-level communication skills, including engaging and informative formal public speaking and writing.
  • Able to work effectively in a multi-cultural environment
