Who are we? 
 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq. 
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations. 
 
About the job 
The Early Recovery Project Manager (ERPM) will be responsible for implementing part of a £3.2 million, DFID funded, Community Driven Recovery and Development (CDRD) project in Diyala, Anbar or Salah al-Din governorate. The other part is currently being implemented in Ninewa governorate. The project aims to support IDP, host and returnee reintegration to social, economic and governance structures, through community-led Cash-for-Work (CfW) and larger-scale rehabilitation of public infrastructure, as well as other livelihoods and social cohesion interventions, as required by the target communities. Involvement of local authorities will be a key component of the project as well.  
In addition, the project will seek to contribute to the personal safety and security of target communities, through protection monitoring and referral for vulnerable people, and through support for Mine Risk Education carried out by the Danish Demining Group.  
The position would suit a project manager with a background in post-conflict or livelihoods programming, with an interest in research-driven, participatory projects. 
 
Duties and Responsibilities 
Under the supervision of the Head of Office, the ERPM is responsible for planning, implementation and follow-up of the CDRD project and other early recovery programming as required 
In close coordination with technical staff from across DRC and DDG, the ERPM contributes to the integration and harmonization of DRC’s activities and approach in pursuit of sustainable recovery and stabilisation in the area of operations 
The ERPM contributes to the fulfilment of the aims and objectives of DRC’s presence in Iraq 
 
Responsibilities
  • Ensure timely and technically sounds planning, implementation and follow up of Community Driven Recovery and Development (CDRD) project in Diyala/Salah al-Din or Anbar governorate; including participatory, community-driven design and implementation of Cash-for-Work activities and Unconditional Cash Transfers, larger-scale infrastructure rehabilitation and service delivery projects, as well as business grants, and vocational training, other social cohesion & conflict mitigation activities in the target communities, with support from DRC Livelihoods & Cash Coordinator.  
  • Contributing to the personal safety and security of target communities through referral of vulnerable cases to protection services, supporting DDG Mine Risk Education (MRE), and through the mainstreaming of protection throughout the project.    
  • Ensure Age, Gender and Diversity (AGD), and conflict-sensitive approach is consistently applied throughout the project, including through community and rights-based participatory methods;  
  • Liaise with local governance structures to mobilize communities for the prioritization of community driven initiatives. 
  • Ensure that the selection of beneficiaries for Cash-for-Work activities and Unconditional Cash Transfers are conducted using DRC Iraq’s internal procedures and selection criteria; 
  • Ensure that unconditional cash transfer distributions are conducted in a transparent and accountable manner as per DRC Iraq’s internal procedures and best practices;  
  • In close coordination with the Livelihoods & Cash Coordination, conduct market assessments to determine the feasibility of unconditional cash transfers, and in partnership with the Joint Prime Monitoring Initiative, conduct regular price monitoring in areas of project intervention; 
  • In close coordination with the Livelihoods & Cash Coordination, conduct labor market assessments to design Vocational Trainings that provide beneficiaries with marketable and transferrable skills;  
  • Ensure that all livelihoods activities implemented through the project promote social cohesion in target communities following the principle of “Do No Harm;”  
  • Recruit, provide coaching/on-the-job training, and direct line management of assigned project staff; 
  • Undertake regular field/onsite visits to ensure technical support to project staff and proper monitoring of the activities’ implementation in area of operation; 
  • Contribute to the development of proposals to secure follow-on or expansion funding for the livelihoods and cash portfolio as per identified needs;  
  • Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles; 
  • Coordinate with relevant national and international actors and actively participate in relevant working groups; 
  • Any other duties as directed by the Head of Office. 
About you 
To be successful in this role you must have: 
  • University degree or higher education relevant to humanitarian work: preferably in law, social sciences or humanitarian aid; 
  • Significant professional or practical knowledge of one or more of DRC’s core areas of intervention (i.e. Livelihoods, CTP, Protection, WASH/Shelter) 
  • Significant experience with community based approaches, community involvement, do-no-harm approach and with medium to long term social cohesion processes. 
  • Research knowledge of a level sufficient to oversee basic research activities directly and/or  supervise internal/external specialists for more advanced research work   
  • Cultural and gender sensitivity, adaptability 
  • Proven experience of at least 3 years in project management, preferably in an early recovery or post-conflict setting, or in a community driven development environment 
  • Experience in international humanitarian work and refugee and/or IDP complex emergencies  
  • Experience with managing teams and providing technical guidance and training 
  • Experience working in the Middle-East will be a key strength 
  • Fluency in English is required; Arabic highly desirable

We offer 
DRC will offer the successful applicant a contract up to end of December 2017. You must be available to start work in February/March 2017 and be willing to live and work in Baghdad/Tikrit, Iraq.
