Who are we? 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq. 
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations. 
 
About the job 
The Senior Logistics Coordinator is responsible for the effective implementation of logistics/procurement systems and functions throughout Iraq with a particular focus on compliance to the Operations Handbook (OH). To this end, the coordinator supports expatriate and national logistics/procurement staff and functions in all DRC offices in Iraq, with frequent travel between northern Iraq and Baghdad. This requires a highly motivated and detail solution-oriented individual who will be able to resolve operational critical challenges as they arise.  
 
Duties and Responsibilities 
• Participate to interview panel for all logistics-related recruitment. 
• Assist in revising/updating ToRs or JDs for all logistics related staff (in order to have uniformity throughout the country). 
• Plan and organise regular logistics training with relevant participants (logistics, program, HR and finance) to ensure agreed and uniform systems to be implemented. 
• Conduct regular visits to each procurement office to assess and support compliance and implementation of OH Chapter 16 (including all updated policies on DRC intranet) across all field offices. 
• Review ITB (Restricted, National and International) documentation before advertising or inviting suppliers (this will also be in close coordination with the regional logistics & procurement support). 
• Provide remote support in ITB management (TOC report, technical analysis and contract award). 
• Compile monthly reports received from field offices to provide country procurement reports to SMT and/or Head of offices (Key Performance Indicators to be agreed with Senior Management Team first). 
• Ensure implementation of DRC & external audit recommendations relating to logistics/procurement. 
• Ensure compliance and implementation of OH Chapter 17 (including all updated policies on DRC intranet) across all field offices. 
• Provide monthly comprehensive country reports on fleet management to SMT. 
• Advise on any increase/improvement of fleet capacity in country. 
• Ensure compliance and implementation of OH Chapter 15 (including all updated policies on DRC intranet) across all field offices. 
• Provide monthly comprehensive country reports on inventory/assets to SMT. 
• Implement any available tools to improve the inventory management. 
• Provide guidance in disposal methods for unused or expired Asset (broken, expired etc.) with prior Donor/DRC Country director approval. 
• Ensure compliance and implementation of OH Chapter 18 (including all updated policies on DRC intranet) across all field offices. 
• Provide monthly comprehensive country report on warehouse inventory to SMT (list and stock value in hand). 
• Provide guidance in disposal methods for unused or expired commodities (broken, expired etc.) with prior donor/DRC Country Director approval. 
 
About you 
To be successful in this role you must have:
 
• Extensive experience (5 to 7 years) in humanitarian logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.), fleet management and asset management, distribution support. 
• Proven record on the ability and experience of the management of logistics team on a senior level. 
• Academic degree in logistics or relevant field.  
• Certification in Humanitarian Logistics Supply Chain (desired if no academic degree). 
• Experience with donor specific procedures related to logistics. 
• Ability to conduct training workshops in all areas of logistics for national and international staff. 
• Commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring. 
• Strong organizational and problem-solving skills with analytic approach. 
• Strong interpersonal, management and leadership skills. 
• Ability to work in participatory manner with staff to assess needs, implement and monitor activities. 
• Ability to integrate and work well within multi-ethnic and multi-cultural team 
• Prior DRC experience preferred 
• Experience from the Middle Eastern context preferred

We offer 
DRC will offer the successful applicant a 1 year contract. You must be available to start work in February/March 2017 and be willing to live and work in Iraq. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.ngo under Vacancies. This position will be placed at A12 level of DRC’s salary scale. The R&R cycle for Erbil is every 12 weeks.
