BACKGROUND
The BEST RUP Project is aiming at Promoting the conservation and sustainable use of Biodiversity and Ecosystem Services in Overseas Countries and Territories. BEST RUP is a new pilot project initiated by the Member of the European Parliament M. Younous Omarjee and managed by the European Commission (DG ENV). Its overall objective is to foster the conservation of biodiversity and ecosystems as well as sustainable use of ecosystem services in the French Outermost Regions. BEST RUP will be implemented through 3 main work packages:
• Workpackage 1: Species and habitats inventories for the French ORs building on the species and habitats lists of the BEST regional ecosystem profiles and using an adapted CORINE methodology;
• Workpackage 2: Promotion of the Amazonian Ecosystem Profile and the Key Biodiversity and Ecosystem Services Areas and Recommendations on the MAES methodology implementation in the context of the EU Outermost Regions and participation to the ESMERALDA hands on workshop;
• Workpackage 3: Organisation of a call for proposals for swift small grants of up to 50 000 EUR per third party beneficiary in the French Outermost Regions in order to enable, empower and strengthen local stakeholders including civil society organisations which are committed to local development, biodiversity conservation and sustainable use of ecosystem services in ORs.

The BEST RUP Project will be executed by IUCN in collaboration with WWF France and in close coordination with the BEST 2.0 Programme. For ensuring the maximum synergies, the BEST RUP coordinator will be also the coordinator of the BEST 2.0.
The BEST RUP Officer, will play a key role in the daily management of the BEST RUP Project activities. The BEST RUP Officer will collaborate in close synergy with the BEST 2.0 Officer for the organisation and the management of the BEST RUP call for proposal. The line manager of the BEST RUP Officer will be the BEST 2.0/BEST RUP Coordinator.
The position requires good communication as well as excellent organization skills to ensure that the Project is implemented and managed according to best practices. The BEST RUP Officer will liaise with the rest of the BEST Secretariat team (3 staff), other relevant staff at IUCN Headquarters, particularly in charge of legal affairs and finances as well as with the partners.
JOB DESCRIPTION
1. Provide administrative support to BEST RUP Secretariat staff;
2. Assist BEST Coordinator in the daily Project management and coordination of activities;
3. Prepare and monitor the sub-contract with the MNHN for the species and habitats inventory works;
4. Ensure a smooth organisation of the calls for proposals and the overall grant management;
5. Update the dedicated BEST RUP webpage on the BEST portal;
6. Liaise with sub-contracted external reviewers during the review process of applications;
7. Prepare and organize the meeting of the BEST RUP Regional Advisory Committee in charge of the analyses of the concept notes and full proposals;
8. Prepare the report BEST RUP Regional Advisory Committee to be submitted to the European Commission for final decision;
9. Prepare and organise the BEST RUP Steering Committee;
10. Assist Senior Finance Officer in conducting due diligence checks of potential grantees and in screening budgets of the proposals;
11. Prepare grant contracts and consultant contracts, routine payments and expense claims;
12. Assist Senior Finance Officer in monitoring financial performance of the sub-granted funds;
13. Ensure reporting to the European Commission and elaborate the capitalisation document on the basis of the projects funded by BEST RUP Project;
14. Assist Communication officer on communication material and event preparation;
15. Enter information on the BEST RUP projects as well as the maintenance of a project database;
16. Liaise with the 3 regional focal points and organise in close collaboration with them the 2 regional capacity-building workshops;
17. Support the BEST RUP projects monitoring in close collaboration with the 3 regional focal points;
18. Ensure synergies and good collaboration with the BEST 2.0 officer;
19. Assist in fundraising efforts such as making searches of potential donors, organising appointments and participating in the maintenance of the donor database;
20. Provide logistical services and organize meetings;
21. Carry out other administrative support from time to time as required by the BEST Coordinator, such as: answer and screen telephone calls and answer queries with discretion, provide and search for information on request.
