Danish Refugee Council, one of the world’s leading humanitarian NGOs, is
currently looking for a highly qualified Legal Officer– under Protection
and Advocacy Program, who has to support/enhance the process of legal
counseling for displacement affected population in Kabul. Furthermore, they
address the cases to other stakeholders (humanitarian actors) and do outreach
to mobilize IDPs to access our hub services properly.
Who are we?
DRC is an international non-governmental organization, which promotes
and supports durable solutions to the problems faced by refugees and internally
displaced people all over the world. DRC is present in some 40 conflict
territories around the world assisting displaced people with shelter, food,
income generating activities, legal aid and a wide range of other protection
assistance, Afghanistan suffers Long-standing armed conflict and frequent
natural disasters have caused massive displacement over the past 30 years,
affecting millions of people.
To meet this need, DRC started up its Programme in Afghanistan in
January 2011. The goal of DRC’s work is to promote durable solutions to refugee
and displacement problems, on the basis of humanitarian principles and human
rights. DRC works with the urban IDP case load but also with rural communities
in Kabul province with a high return rate, as well DRC provides logistic
support to UNCHR across the country. Sector wise, activities are mainly focused
on protection, livelihood, community mobilization/infra-structure, and
emergency logistics/response. These programs are funded by DANIDA, UNHCR, BPRM,
and UNTF Europe Aid & ECHO.
About the job
The main responsibility of this
position is to support/enhance the process of legal counseling for displacement
affected population in Kabul. Furthermore, they address the cases to other
stakeholders (humanitarian actors) and do outreach to mobilize IDPs to access
our hub services properly.
Key Responsibilities:
- Provide individual legal counseling to the clients in the Hub (community centre).
- Provide family and group legal counseling to the affected IDPs and GBV survivors.
- Work closely with Information Management Officer (IMO) and provide data to ensure the accuracy of data collection.
- Undergo/receive training from IMO in how to access and use the databases and information management tools.
- Weekly outreach of the IDP sites to mobilize them and encourage them for accessing our resources and services.
- Ensure high standards of protection cases and confidentiality of clients who seek for our services in hub.
- Support DRC Protection team and other teams with protection and legal trainings, particularly GBV.
- Comply with the requirements and standards of the DRC-DDG, code of conduct and safety procedures.
- Perform other relevant tasks as required.

About you:
To be successful in this role you must have:
Education/qualifications:
- University degree in Law
- An understanding of the basic principles of humanitarian work, human rights, protection, and the needs of internally displaced persons and refugees in Afghanistan.
- Interest in humanitarian work and human rights, ability and willingness to learn.
- Ability to clearly express one’s thoughts, to analyze and present information clearly and concisely.
- Ability to set priorities and show initiative, to work independently and as part of a team.
- Strong organizational skills and attention to detail.
- Good interpersonal and communication skills
Experience:
- At least 3 years of work experiences in counseling and/or legal affairs or other activities related to the responsibilities of the position.
- Demonstrated experience in providing legal counseling to clients
- Knowledge of and experience working with IDPs/refugees
- Strong knowledge of and experience in counseling on issues related to civil documentation, family law, housing/land/property rights, GBV.
Languages:
Good knowledge of English, fluency in Dari and good knowledge of Pushtu.

Conditions:
- Availability: 01 February 2017.
- Duty station: DRC-DDG Kabul (HUB), with high possibility to travel to provinces where DRC-DDG has activities ongoing.
We offer
- DRC-DDG will offer the successful applicant a 2 Months contract, renewable dependent on both funding and performance.
- Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
- This position will be placed at salary level D1.
