The purpose of the RRM roster is to ensure that our regions' emergency staffing response is in line with the organization's strategic goals, by improving emergency staffing to support emergency preparedness and response through a predictable and coordinated approach to emergencies in sub-Saharan Africa. Therefore, it is not a regular vacancy announcement but rather a campaign to attract candidates with emergency experience interested in short term emergency assignments with UNICEF.

Purpose  

The purpose of this External announcement is to attract suitable Emergency Health Specialists from outside the organization for inclusion in UNICEF's Rapid Response Mechanism (RRM) roster for Eastern and Southern Africa region. The purpose of the RRM roster is to ensure that our regions' emergency staffing response is in line with the organization's strategic goals, by improving emergency staffing to support emergency preparedness and response through a predictable and coordinated approach to emergencies in sub-Saharan Africa. Therefore, it is not a regular vacancy announcement but rather a campaign to attract candidates with emergency experience interested in short term emergency assignments with UNICEF.  

This roster is comprised of both Internal and External staff who specialize in wide array of programmatic and operational areas. As future emergency needs are often difficult to predict, we need to ensure that we have sufficient Internal and External staffing capacity in the pipeline, in order to best respond to the needs in every emergency context.  

This announcement is targeting External candidates outside of UNICEF with interest in working in any of the countries within UNICEF's West and Central Africa region or UNICEF's East and Southern Africa region for the next 12-24 months. The countries within each region are listed on the following web site http://www.unicef.org/infobycountry/index.html.  

We are currently looking for Emergency Health Specialists in the following areas;  

  • Emergency Health Managers (technical and team leaders)
  • Health Specialists (Polio)
  • Health Specialists (Primary health care (PHC) - Community health; MNHC; iCCM)
  • Health Specialists in other CD outbreaks (Cholera, Measles, Meningitis, Yellow fever, Zika, etc.)
  • Health Specialists - Humanitarian Crisis
  • Health Epidemiologists/Analysts
  • Health & Basic Services Assessments and Surveys specialists  

Candidates with suitable Health profiles will be placed in the RRM roster to be considered for short term (3-6 Months) emergency assignments in the regions. Candidates will be responsible for periodically updating their profiles via e-Recruitment. Successful candidates who are being considered for emergency assignments at UNICEF will receive e-mail queries of interest and availability from the Regional HR team. 

 

Successful applicants will: 

  • be based in countries in UNICEF Eastern and Southern Africa region;
  • be expected to deploy within 1 to 2 weeks from confirming to interest and availability to UNICEF;
  • be deployed on 3 to 6 month assignments on a Temporary Appointment (TA) or consultancy (SSA) contracts for external applicants

 

Key Expected Results 

  • Timely Health and epidemiological analysis, inputs, support and coordination
  • Contribution made to the Situation Analysis and its periodic update for effective project planning, development and management, in partnership with key stakeholders and with contribution of knowledge institutions
  • Emergency preparedness is maintained, and emergency responses are effectively coordinated in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the Health humanitarian actors
  • Quality contributions are made to the development and implementation of Integrated Health strategies and approaches, as well as contingency plans, through participation and collaboration with internal and external partnership. Partnerships with global funds, multilateral and bilateral agencies and development banks, as well as relations with the private sector enhanced and exploited efficiently, in order to formulate common advocacy position and influence allocation of resources, as well as investment decisions on behalf of Health.
  • Interventions/Project implementation progress is monitored and evaluated for adjustment, acceleration and improvement of program delivery and sustainability. Gender/sex disaggregated data and inputs provided, relevant to the Health programme.
  • Representation role and technical support is provided to government, NGOs and all other relevant partners at various stages of the project implementation, monitoring and evaluation, including capacity building of government personnel and beneficiaries.
  • The capacities of Country Office staff are strengthened through effective capacity building support in the development, implementation and management of the emergency Health programme and
  • Effective and efficient communication and networking provided in building technical partnership with collaborative agency which can bring state-of-art information to staff.  

Qualifications of Successful Candidate 

Education 

Advanced degree in Public Health (Medicine, nursing or other relevant health discipline) plus a masters, MSc, PhD in public health or related fields such as Health Research, International Health, Health Policy and Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Nursing or a field relevant to international development assistance in Health. 

Work Experience

  • A minimum of 5-8 years of progressively responsible professional work experience at national and international levels in planning, and implementing health emergency programmes, monitoring and evaluation of technical cooperation programmes related to Health.
  • Professional work experience in a managerial position, or a technical expert position in child survival & development, health care
  • Specialized training/experience in emergency response management highly desirable.
  • At least two (2) years of substantive relevant experience in emergency countries dealing with major natural and humanitarian emergencies required.
  • Familiarity with the UN system is desired.
  • Experience of working with UNICEF is highly desirable.

Language proficiency 

French is required for work in French-speaking countries, and English is highly desirable

English is required for work in English-speaking countries, and French is highly desirable

Portuguese and English are required for work in Portuguese-speaking countries
