UNICEF UKRAINE is looking for a qualified candidate for the position of Education Officer (Temporary Appointment, 364 days) Level: NOB Location: Kyiv, Ukraine

PURPOSE OF THE POST 

Accountable for professional technical contribution to design, planning, administration, monitoring and evaluation, data analysis and progress reporting of projects on provision of access of the conflict-affected children and youth to education commodities and infrastructure. Commitment for enhancement of gender-sensitive teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy. 

KEY END-RESULTS

  1. Accurate, complete and up-to-date information made available for effective budget preparation, programme and project design, implementation, management and evaluation in a gender-specific framework. Ensures that education-related information for the on-going analysis of the situation of women and children affected by the crisis is available at any time. Provides periodical analytic review of the Education component of the emergency work plan 2017 and provides recommendation for adaptation.
  2. Project efficiency and effectiveness enhanced through effective implementation follow-on, including with all implementing partners. Implementation of cooperation agreements with NGO and government partners is supervised in compliance with HACT and risks and challenges are timely identified and reported. Ensures soundness of technical inputs into UNICEF and UN inter-agency plans and appeals and proposal.
  3. Use of strategic information and data analysis for effective planning of the project work and provision of technical and supply assistance.   Timely input provided to the Education sector/cluster workplans and participation to ector/ cluster coordination meetings ensured. Technical inputs into emergency related reports (SitRep, Donor Reports, ad-hoc reports) are provided timely and of good quality.
  4. Appropriateness and completeness of financial and supply documentation as well as adherence to established allotments ensured.
  5. Knowledge sharing with donors, media and all stakeholders promoted with an emphasis on gender and equity.
  6. Effective communication and networking achieved through strategic partnership and collaboration, and coordination among Education system actors strengthened.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1. Programme/Project Management 

Ensure the availability of accurate, complete and up-to-date information required for effective Education programme and project design, implementation, management, monitoring and evaluation, including gender disaggregation; provide support for sharing the information with relevant partners Draft sound Education programme budgets for review by the supervisor.

2. Project Efficiency and Effectiveness

Ensure project efficiency and effectiveness through regular monitoring, evaluation, follow-on and reporting in compliance with the established regulations, guidelines and procedures, including proper and timely accountability to the donors with a timely reporting. Ensure that all IPs are included in the HACT Assurance Plan, and that assurance activities are executed, documented and followed up.

3. Strategic Information Collection and Data Analysis

Based on the collected and analyzed data and information, provide inputs to the situation analysis, projectprogress reports. including monitoring and reporting indicators by gender; draft changes in Education project work plans and assist in identification of required supplies and equipment as well as in other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action, and provide support for consultation with partners as required on planning and implementation of Country Programme activities.

4. Project Implementation Information and Data

Ensure the appropriateness and completeness of financial, administrative and supply documentation; verify that Education project expenditures are within allotments and that data is consistent with the project information and database (e.g., VISION). Follow up on queries, including with and by partners, or initiate corrective action on discrepancies.

5. Knowledge Sharing

Timely generate and disseminate new knowledge with the relevant counterparts, other sections in the office and apply it for programme planning and implementation. Present the results of the studies to the relevant programme staff.

6. Communication and Networking 

Achieve effective communication and networking through partnership and collaboration in support of programme and office priorities: 

  • Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management; and provide support for orientation and training of all implementing partners to UNICEF financial and supply policies and procedures.
  • Collaborate closely with other sectors to ensure the integration of interventions across the country programme.
  • Ensure exchange of information and experience to accelerate achievement of the expected results with partners' organizations.
  • Communicate with local and national counterparts on projects' results, feasibility, problems and effectiveness including the flow of supply and non-supply assistance.
  • Participate in Education cluster meetings, technical working groups on education issues in the Ministry of Education and Science. 

QUALIFICATION and COMPETENCIES

Education: University degree in one of the disciplines relevant to the following areas: Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance.  

Work experience: 2 years of professional work experience at national and international levels relevant Education programmes. Experience working in the UN or other international development organization an asset. Background in Emergency programme an asset.

Language Proficiency: Fluency in English, Ukrainian and Russian
