The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for displaced populations. NRC started operation in the Islamic Republic of Iran in 2012. We deliver humanitarian assistance in 4 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA).
NRC Iran seeks to strengthen its Monitoring, Evaluation, Accountability and Learning through the recruitment of a dedicated resource. Etc.

Job description

  • Ensure adherence with NRC policies, tools, handbooks and guidelines;
  • Implement M&E activities according to M&E Plan;
  • Contribute to the strengthening of NRC Iran’s M&E Unit;
  • Contribute to strengthening of NRC Iran’s internal research capability;
  • Prepare and develop M&E documents as required by management;
  • Ensure proper filing of M&E evidence and documents;
  • Ensure that projects target beneficiaries most in need, and contribute to exploring and assessing new and better ways to assist;
  • Promote and share ideas for technical improvement;
  • Promote internal learning to help improve NRC projects;
  • Promote NRC accountability to beneficiaries.
  • Developing project-level Logical Frameworks, including choosing appropriate indicators and collaboratively setting targets with project teams;
  • Contributing to the development of project-level research and M&E methodologies, including defining appropriate approaches, tools, fieldwork plans, sampling plans, budgets, resourcing plans, analysis plans, etc;
  • Contributing to the development of research and M&E tools, and taking the lead in organising and promoting NRC Iran’s tool library;
  • Loading research and M&E tools into the KoBo data collection platform;
  • Producing simple maps in GIS software to support development of field methodologies and analyses;
  • Conducting research and M&E data gathering in the field, including recruiting, training and supervising field teams;
  • Leading the quantitative and qualitative analysis of M&E data/evidence, and drawing conclusions on project performance, quality, sustainability, etc.
  • Leading the writing of M&E reports for internal and donor use, in English and Farsi;
  • Administering the NRC online global output and outcome reporting system;
  • Providing regular feedback to project teams on project progress;
  • Contributing to regular NRC Iran learning sessions;
  • Contributing to development of beneficiary accountability, complaints and feedback systems;
  • Contributing to the development of a NRC Iran beneficiary database

Qualifications

  • Experience from working in an M&E role in a humanitarian/recovery/development context;
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Fluent English and Farsi;
  • Advanced level in all common MS Office applications (Word, Excel, PowerPoint);
  • Experience working with refugee contexts is a plus.

Personal qualities

  • Strong knowledge of typical M&E activities (Logframes, quantitative and qualitative methodologies, sampling, quantitative and qualitative analytical approaches, etc.);
  • Strong knowledge of humanitarian and development M&E frameworks and standards (OECD DAC, SPHERE, INEE, etc.);
  • Knowledge of data collection software e.g., KoBo or ODK Collect is a plus;
  • Knowledge of GIS software e.g., ArcGIS or QGIS is a plus;
  • Knowledge of analytical software e.g., R or SPSS is a plus;
  • Knowledge of databases e.g., MS Access or other is a plus;
