Job Organizational context

Purpose of the Position

The Monitoring and Information Management Officer will be assisting the UNICEF zonal sections and partners in their monitoring and implementation of the programme. The incumbent is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring, preparation of reports, and in implementing training programmes for national and sub-national data collection, monitoring, and research capacity building with special attention to the interest, concern and participation of primary stakeholders. The incumbent is responsible for advocating for an environment whereby relevant data (spatial/GIS, non-spatial tabular, statistical, etc.) can be brought to a structure that supports the efficient management of data and information in the context of UNICEF programme and the interagency humanitarian response. 

Key Accountabilities and Duties & Tasks 

1. Programme Performance Monitoring
Provide technical support to ensure that the Zonal Office has quality information to assess progress towards expected results established in annual work plans.
Duties & Tasks
• Provide technical support as necessary to identifying and adjusting a set of programme performance indicators, in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans, as outlined in the Programme Policy and Procedures Manual (especially, Chapter 6, section 6: IMEP).
• Provide technical support to ensure that monitoring system are in place and that key annual programme indicators are tracked and analysed, including those related to partnerships initiative, and provided regularly to the Country Management Team/ Senior Management Team to guide programme and management decisions.
• Carry out data collection and analysis from field visits, standardising them across programmes, to feed into to programme performance monitoring.
• Keep tracking of follow-up action based on management decisions resulting from Country Office performance monitoring and evaluation.
• Compile monitoring and evaluation information/data, and make them available to programme/planning sections. Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators. Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme's performance, relevance, efficiency, effectiveness, and sustainability; as well as good practices in partnerships and collaborative relationships.

2. Situation Monitoring and Assessment

Provide technical support to ensure that the Zonal Office and zonal partners have timely and accurate measurement of change in conditions in the region, including monitoring of socio-economic trends and the region's wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

Duties & Tasks
• Support management of available baseline information on national statistics and key indicators through established databases (e.g., DevInfo) for easy access and use. Prepare zonal level statistical reports on the status of children's and women's human rights issues, and provide a technical support to global reporting obligations including national reports on progress toward the MDGs, toward CRC fulfilment, and toward CEDAW fulfilment.
• Keep monitoring the situation of children's and women's rights with national partners and keep updated with the information of the quality research that address issues and challenges affecting children and their families.
• Coordinate with the Country Office and partners and provide assistance in their using up-to-date information in, inter alia, Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports.
• Provide technical support to ensure that the CO has information necessary for UNICEF to effectively report on and advocate for children's rights through the appropriate channels and to enhance partnerships with key players in monitoring collectively progress on child focused international commitments, including MDGs.
• Support the CO in collecting and interpreting existing early warning data effectively to guide the adjustment of programmes and operational approaches when and as country contexts deteriorate.


3. IM products are produced on monthly/weekly/ad hock basis to support all UNICEF programmes

Duties & Tasks
• Support data collection, analysis, dissemination processes relevant to programme needs, including map production.
• Proactively gather information from interagency humanitarian stakeholders of which may be helpful for informing decisions, including movement of population, IS locations, social development centres, community centres, and other relevant information.
• Provide the necessary tools and approach to run assessments.
• Manage collected data through surveys and assessments.
• Identify secondary data and information resources that would complement information needs of UNICEF country office, as appropriate.
• Organize and maintain contact directories of humanitarian partners using standard formats agreed with relevant stakeholders.
• Collect and maintain an inventory of relevant documents on the situation for children and women, i.e. mission reports, assessments, evaluations, etc, made accessible in an appropriate location- hard copies, email, web, etc.
• Liaise with other agencies and IM Focal Points for data/information and knowledge that can inform UNICEF response and preparedness decisions.
• Manage the in-house 4W database and derivative products.
• Develop standard mapping templates of different scales for UNICEF.
• Develop GIS sector related directories used for archiving UNICEF products.
• Develop simple and effective tools for information sharing, using innovative technology solutions.
• Develop weekly, monthly zonal program updates.
• Develop daily/weekly SitReps in case of emergency.

4. All inter-agency and UNICEF platforms, tools and products are developed and maintained with collaboration of stakeholders, to support planning, coordination, implementation, monitoring and evaluation of the crisis response across Lebanon.

Duties and Tasks
• As part of the ActivityInfo system requirements, continuously follow up with partners for data gathering and information reporting.
• Liaise with UNICEF programme sections and the sector leads for data verification and information dissemination.
• Develop standardized reporting format of ActivityInfo generated data.
• Develop related sector level geodatabase and maps, requiring strong skills in different GIS tools and techniques.
• Assist in developing standard mapping templates of different scales for UNICEF programme and the interagency response.
• Assist in develop GIS sector related directories used for archiving UNICEF and the humanitarian response products.
• Develop and update the interagency vulnerability map.
• Co-lead the Information Management Working Group and actively take part in guiding the humanitarian community in developing adequate tools for managing the humanitarian crisis.
• Collaborate in providing training to sector partners on tools and platforms used in UNICEF specifically or at interagency level.
• Represent UNICEF in Inter Sectoral Information Management group at zonal level.

Impact of Results

  • Country Office Performance are systematically monitored and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country Management Team.
  • Ensure the collection, supply and exchange of information supportive to UNICEF programme
  • Ensure the timely analysis of data and information for the zonal UNICEF programme and the interagency humanitarian response;
  • Monitor the Workplan key indicators and management reports are collected, analyse and made available to management and the Country Management Team.
  • As part of the PRIME department, strengthen the monitoring and evaluation capacities of country/zonal office staff and national partners, enabling them to increasingly engage in and lead monitoring and evaluation processes.
  • Strengthen local UNICEF office IM/GIS tools

Recruitment Qualifications 

Education: 

University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research or any other relevant field.

Experience: 

At least two years of relevant work experience in programme development and implementation including monitoring and evaluation activities as follows:

  • Database development and information management.
  • GIS experience is required and additional geomatics skills are an asset.
  • At least one instance of exposure to emergency programming, including Preparedness planning, active involvement in a humanitarian crisis response programme preferred.
  • Experience in working for operational UN agency or NGO is an advantage.

Language Requirements:

Fluency in English and Arabic is required. French is an asset.
