Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Emergency Response Mechanism & Quality Assurance Coordinator
 
 
Who are we?  
 
DRC is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance, Afghanistan suffers Long-standing armed conflict and frequent natural disasters have caused massive displacement over the past 30 years, affecting millions of people.    
 
To meet this need, DRC started up its programme in Afghanistan in January 2011. The goal of DRC’s work is to promote durable solutions to refugee and displacement problems, on the basis of humanitarian principles and human rights. DRC works with the urban IDP case load but also with rural communities in Kabul province with a high return rate, as well DRC provides logistic support to UNCHR across the country. Sector wise, activities are mainly focused on protection, livelihood, community mobilisation/infra-structure, and emergency logistics/response. These programmes are funded by DANIDA, UNHCR, BPRM, UNTF Europe Aid & ECHO.    
 
 
About the job  
 
 
Overall purpose of the role: Overall responsible for coordination of ERM jointly agreed activities with partners that include ERM and humanitarian cluster coordination meetings, joint procurements and other jointly agreed deliverables. ERM&QAC is also responsible for quality assurance of DRC ERM activities in line with ECHO and DRC guidelines, proposal and common rationale, Facilitate technical capacity building of ERM staff, capturing lessons learnt from implemented activities through Post Distribution Monitoring (PDM), evaluations, case stories, and take lead on ERM tools development.   
 
 
In this position, you will be responsible for the following;
 
Coordination:
 
  • Facilitate monthly ERM meetings with all ERM PMs 
  • Coordinate the ERM steering committee meetings as provided in the ERM common rationale 
  • Facilitate other ERM meetings and initiatives as requested by donor and/or ERM partners 
  • Facilitate coordination among ERM partners (issues linked to responses, allocation of resources, cooperation on operational issues etc.) 
  • Further development of existing tools and standards in the Common Rationale in cooperation with the ERM partners and as requested by the donor 
  • Advocate for ERM and ensure representation of ERM in relevant clusters and fora  
  • Support, promote and coordinate advocacy initiatives from the ERM partners as decided in SC meetings 
 
Quality Assurance and staff capacity building:
 
  • Follow up of and quality assurance of DRC’s PDMs, assessment, distribution reports and IPA interventions (in collaboration with Protection Coordinator) and documentation in coordination with the Emergency Units and relevant support departments when requested. 
  • Leading the development of relevant SoPs and methodologies when requested by the Emergency Programme Manager and in cooperation with Technical Coordinators. 
  • Identify quality issues, implication on the program and beneficiaries and recommend the appropriate measures to address the identified issues 
  • In collaboration with area managers and ERM Project Manager, identify the staff capacity gaps and develop capacity building plans to fill the gaps 
  • Work closely with the Emergency Programme Manager and upon his/her requests, collaborate with protection and livelihood coordinators to ensure that protection is mainstreamed in all emergency response activities, and that are the emergency response work supports our longer term durable solution objectives. 
 
Monitoring and Evaluation:
 
  • Follow up of DRC’s commitments on ERM Evaluation and Data Management and analysis in ERM6 
  • Ensure ERM Evaluation findings (ERM6) are disseminated among the partners and that findings will feed into the revision process of the ERM7 Common Rationale 
  • Proof read the donor required reports and inputs to meet the reports’ requirements 
  • Contribute in the set-up of Complaint and Feedback Mechanisms and analysis once the system in place. 
 
 
Program development and Donor Liaising:
 
In collaboration with Head of Programme, Emergency Programme Manager and ERM Project Manager contribute in development of ERM proposals. 
 
 
Key Deliverables:  
  • Effective ERM coordination and participation in in other cluster meetings  
  • Follow to ensure at least 90% of planned PDMs have been implemented 
  • Case studies and lessons learnt captured and shared with the donor as necessary 
  • High quality reviewed donor reports  
  • Complied technical capacity building plan 
 
About you  
To be successful in this role you must have:  
 
 
Education/qualifications: 
  • University degree in organizational development, international development, humanitarian affairs, public and social policy or related field(s) 
  • Excellent writing and communication skills; 
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with all stakeholders; 
  • Ability to work in a deadline driven environment and undertake a proactive approach; 
 
Experience:
  • At least 5 years professional work experience in direct emergency response; 
  • Experience in ERM coordination 
  • Thorough understanding of displacement issues and related international standards/frameworks. 
  • Knowledge of the local context in Afghanistan is a strong asset; 
  • Experience in working with ECHO donor funding 
  • Ability to live and work in an insecure and changing environment. 
 
Languages: 
  • Professional fluency in written and spoken English;  
  • Understanding of local languanges (Dari and Pashto) an asset 
  • Excellent project monitoring and evaluation skills

Work place: DRC-DDG Country Office Kabul, with up to 40% travel to the area offices within Afghanistan. 
Start date: ASAP 
Contract Length: 30 April 2017- contract renewable depending on Performance and future funding.
