Background
The Danish Refugee Council (DRC) has been operational
in Sudan since 2004. From the outset the intervention has focused on Darfur.
The aim of the programme is to promote durable solutions for the conflict
affected population through community driven processes, livelihood programming
and infrastructure support. DRC additionally undertakes life-saving assistance
when deemed necessary.
The programme focuses predominantly on the conflict-affected population living
outside of camps in the rural areas, and the displaced living in camps. The
programme seeks to improve livelihood possibilities while increasing community
cohesion. The main activities implemented include food security including
emergency food distribution as well as agricultural/horticultural and
livelihoods support; community cohesion and peaceful coexistence;
rehabilitation and reconstruction of schools; community development projects
and various social projects including literacy & skills training, support
to extremely vulnerable individuals (EVIs) and distribution of NFIs. The
activities are implemented with a community based approach with community
driven recovery and safety being a key programme area.
The programme is implemented through field offices in Zalingei, Nertiti in
the Jebel Marra area, and Garsila, while the Country Office in Khartoum
supports the operation. The Darfur programme expects to implement a portfolio
of projects totalling approximately USD 6 million in 2017 and employs 7 international
staff and about 100 national staff members. The primary donors are Danida,
ECHO, UNICEF, WFP, EU Devco, SHF and DRC itself through private fundraising.
Job Purpose
The Area Manager will be based in DRC’s Garsila field office in Darfur
and be responsible for office management and programme design and
implementation in their area of operations:
Ensure strong Project Cycle
Management including planning, implementation and monitoring of projects
Represent DRC vis-à-vis local
authorities, donor representatives, humanitarian coordination, international organizations
and NGOs in the area of operation
Team and Office Management,
including financial, administrative, capacity building, and logistical matters,
as well as safety planning and implementation of safety precautions.
The Area
Manager reports directly to the Country Director in Khartoum and works in close
cooperation with other project offices in Darfur. This position has a strong
technical requirement in community driven programming, as the Area Manager will
also be directly responsible for the direct implementation of activities from
DANIDA and EU Devco among others.
DRC field
offices are located in Central Darfur where the Area Manager will be the only
international staff in the field office location.
Key Responsibilities
Programming
- Planning and coordinating successful, timely and quality implementation of all projects/programs in the area of operation
- Responsible for regular project documentation and reporting (collecting technical data, compiling reporting from the technical and field staff)
- Conducting assessments and fact finding missions to set up new or follow-up projects, identify and assist in preparation of project proposals for external donors and negotiate/defend them, and conceptualizing and developing sectoral and local strategies in close co-operation with the Country Team
- Coordination with all actors involved in the implementation of the programme, including local partners and authorities, and ensuring that programme activities are well-coordinated with activities of other humanitarian actors in the area
- Maintaining close and good collaboration with major donors and partners of the programme, including external monitoring visits, in area of operations
- Ensuring that the DRC Darfur programme is implemented in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, CHS Principles, DRC’s Response Framework, DRC Operational Handbook and DRC Programme Handbook)
- Ensuring that at all times contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner.
Monitoring and Reporting
- Supervising implementation of the projects by monitoring and evaluation (quality control, monitoring objectives and indicators) to ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans and donor requirements
- Ensuring that timely and quality project narrative reports are provided according to requirements
Administration and Personnel Management, Finance
and Logistic
- Responsible for project budget and administration, procurement, logistics and storage – including compliance with standard DRC procedures
- Personnel management: Supervising, capacity building, guiding, participating in training, implementing disciplinary procedures, and recruiting local project staff.
- Coordinate the team in Garsila to ensure effective operations and programme implementation, including regular planning meetings.
Safety
- Ensuring appropriate information regarding safety in operational area
- Ensuring a safety network with all possible stakeholders in operational area
- Responsibility for safety planning including regular updating of safety, contingency plans and mitigation
- Ensuring that incidents are reported to the Country Director
- Other duties as handed down from the Country Director
Representation
- Establish and maintain close collaboration with donors and partners based in area of operations
- Maintain good relationships with respective line Ministries and HAC officials at operational level.
- Represent other DRC office’s needs, as and when necessary.
- Establish and maintain constructive working relationships with local NGOs and actors
Others
- Other relevant duties as directed by the line manager
Experience / Qualifications:
- Bachelor’s degree in social sciences, international development, business administration or other relevant field from a recognized institution.
- Minimum five years’ of work experience within the humanitarian/development sector, including:
- At least 2 years’ experience in an international
setting, implementing Community Driven Mobilization and Participation
activities. The DRC Darfur programme is based on the Community Participation
approach and requires strong experience in the area of community based and
return programming
- At least 2 years of experience managing all aspects
of a field office, including human resources, finances, logistics,
administration and programme supervision.
- Fluency in English is required. Knowledge of Arabic is an advantage.

Terms
Starting Date: 15
March 2017
Duty station: DRC Garsila field office in
Central Darfur, Sudan. This is a non-family duty
station.
Contract: 12
months, with possibility of extension (subject to funding).
