Emergency WASH delegate – Erbil – IRAQI KURDISTAN – H/F

Context of the position

In order to contribute to the humanitarian assistance to the IDPs in Nineva Governorate, FRC has identified two main actions; one targeting displaced population hosted by communities and a second one targeting IDPcamps. Based on the experience and capacity of its delegation in Iraq, French RC has decided to focus its operation on water, hygiene and sanitation. Indeed FRC was already implementing WASH activities to support Syrian refugees in Domiz camp in the Dohuk governorate and Yezidi IDPs in Sinjar district in Nineva Governorate. The actions have already started and FRC is looking for additional resources in order to expend their scope and impact.

Position

The WASH delegate ensures that Water and Sanitation activities are standardized and implemented on time in all areas where FRC undertakes Emergency/ Post Emergency WASH programs for the IDPs.

Description of activities in Khazer camp under implementation:

  • Operation and maintenance with IRCS of a M40 water treatment unit able to produce up to 600 m3 per day
  • Water quality testing
  • Capacity building of IRCS technical team in order to prepare the handover of the M40 within a 6 months to 1 year period
  • TO BE DEFINED: water trucking, water network creation and extension, any other improvement in terms of water supply

Under preparation (SUBJECT TO FUNDING)

  • Improvement of the drainage conditions through CFW
  • Improvement of the waste management through CFW
  • Hygiene Promotion activities through CFW (under HP/Distribution officer responsibility)
  • WASH assessments when needed

Besides its planned activities in Khazer camp and eventually other camps dedicated to IDPs fleeing Mosul, FRC is finalizing its ‘out of camp’ approach, through a project consortium with other National Societies (German, Swedish, Norwegian, Danish and Finish Red Cross Societies) targeting newly liberated areas in Nineva Governorate. The Emergency WASH Delegate could be asked for temporary support in order to prepare the implementation of this consortium, and punctually for implementation. FRC will be leading the consortium and the WASH department will closely work with the Relief department and IRCS regarding all distributions.

Description of activities out of camp:

  • Multi-sectorial assessment in newly liberated areas
  • Access to safe water: distribution of bottled water for 5 days, water trucking/WTU deployment and O&M/rehabilitation of water supply infrastructure
  • Access to proper and adapted latrines: installation of emergency latrines
  • Waste management: emergency waste collection
  • The WASH delegate can be exceptionally asked to participate in FRC activities not mentioned above.

Hierarchical and functional link:

  • The WASH delegate works under the responsibility of the WASH Technical Advisor (TA)
  • The WASH delegate directly manages 2 CFW Project Officer, and support an operational IRCS team in charge of operation and maintenance of the M40 WTU.

Hierarchical links are subject to change as the overall setup of Iraq mission will evolve depending on the context and identified needs. At the time of writing there is no operational base in Erbil, but it is likely to be opened in January.

Profile of the candidate

Education

  • Degree in Water Engineering/Construction, Engineering/Public Health with experience in water and hygiene projects

Experiences and abilities
Required

  • Minimum 1 years of relevant international WASH experience, preferably in emergency context
  • Good technical knowledge about WASH problematic particularly on emergency water supply infrastructure and treatment units. Proven experience with ERU WTUs (M40, M15, M5) is a strong asset
  • A good knowledge of community engagement and approach methods is essential to this position
  • Experience in response to an emergency situation is a plus
  • Experience in team management
  • Experience or knowledge of the Red Cross Movement is a strong asset
  • Experience in Middle East is an asset

Languages

  • English compulsory
  • Arabic and/ or Kurdish are a plus
