About the context:

After several years of conflict in Syria, some consider that the Syrian refugee population in Lebanon would be around 1,500,000 persons. This population is concentrated in the northern part of the country (in the Akkar District and in Tripoli) and in the Bekaa Valley. The refugees issue is particularly sensitive issue in Lebanon, which has several pro-Syrian factions in parliament and the caretaker government has been averse to setting up refugee camps for the Syrians.

SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis.

The main needs in the area where SI is intervening are Shelter, WASH and livelihood. Indeed, the living conditions are precarious with poor insulation, no access to WASH facilities and no access to the water network, while the rent can be relatively high. Moreover, a high number of families report cases of diarrhea, skin infections. These probably result from a combination of factors including: poor quality of water used for drinking, poor hygiene practices, and inadequate sanitation. In addition, Syrian refugees have very limited incomes’ sources/livelihoods opportunities. Lastly, refugees’ living conditions are worsening with the decrease of the foods assistance (due to shortage of funding) which they used to benefit from.

The host community in Tripoli is also vulnerable, with a recent conflict in one area of the city still extremely tense, and needs high. SI is therefore trying to also incorporate a better integration of host community driven programming into its portfolio,

With support from ECHO, UNICEF, DFID, OCHA and CIAA, SI’s objective is to improve conditions through:

  • The identification of the most vulnerable and referral system through coordination with international partners, local NGOs, municipalities and affected communities.
  • Integrated Wash and Shelter response to the whole population of the informal settlements, small shelter units and collective shelters.
  • Site management of the informal settlements and collective shelters.
  • Livelihood assistance to vulnerable households through Unconditional Cash Assistance

In 2017 SI will also develop its protection focus through even more integrated programming and mainstreaming.

About the mission

The country coordination is based in Beirut, while the operational bases are located in Tripoli, Halba and Zahle. 20 international employees are deployed in Lebanon. In Tripoli, the whole team is so far composed by 90 national employees. The base Alba in Akkar hosts up to 80 staff and 50 work in Zahle base in the Bekaa

About the position

The program manager is in charge of implementing and achieving the objectives as defined and in charge of supervising the operational teams allocated to Shelter, Water, Sanitation and Hygiene (WASH),. The PM will manage two different activities, firstly shelter and WASH intervention in Informal Settlements and secondly shelter and WASH rehabilitation and maintenance intervention in Sub-standard buildings, working to ensure that Syrian refugees and vulnerable Lebanese have access to basic standards of living, have a secure tenancy, and are able to afford rent.

Although the programme focuses on WASH and Shelter rehabilitation, the protection aspects of the programme are important, and some familiarity with it and its links with WASH and Shelter is necessary for the success of the program. He/she guarantees the proper execution and the quality of the implemented programs and, if applicable, suggests adjustments or developments to ensure its relevance. He/she will also take a key role in mentoring a senior member of national staff in order for them to take over the position in the future.

Main objectives are:

  • Support to the ongoing SSB rehabilitation under ECHO in Tripoli and the shift of focus to a longer-term, recovery oriented programme, particularly on strengthening the protection aspects of the shelter intervention
  • Support to the shift of one informal settlements team from the Halba to the Tripoli office and the objectives of WASH and shelter maintenance in informal settlements in T5 area
  • Mentoring and training of a mission national employee to take over the position once the mission is completed

Your profile

Education: Bachelor’s degree or higher in engineering, architecture, or similar field is desirable; it can be balanced by experience

Experience

  • Minimum 2 years with INGO specialized in Humanitarian assistance;
  • Previous experience in program management of a Shelter and/or Wash project or community-driven development project;
  • Experience in recovery after emergencies, preferably with experience in refugee responses, experience in managing communities in urban context preferable

Technical skills

  • Construction design
  • Works supervision
  • Autocad and GIS are a plus
  • Strong management and training/capacity-building skills;
  • Display initiative with solid organizational and communication skills;
  • Strong Excel and data management capacities
  • Very comfortable with standard office software

Soft skills and spirit

  • Capacity to provide leadership and be a unifying force;
  • Diplomacy;
  • Ability to delegate;
  • Respect of security rules;
  • Adaptability to changing work environment and possible volatile security situation;
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads.

Languages:

  • Fluent English: excellent speaking, reading and writing skills
  • French and or Arabic is an asset

We offer

A salaried post: according to experience starting from 1.600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 750 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
