We are looking for a highly qualified and dynamic professional to serve as a Monitoring, Evaluation and Learning (MEL) Officer based in Ben Guerdane, Tunisia to work in coordination and cooperation with project staff, under the supervison of the Field Coordinator, and with technical oversight from the AVR Manager. 
 
Who are we? 
 
Danish Refugee Council (DRC) is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world.  Danish Demining Group (DDG) is the branch of DRC that focuses on human security programming.  DDG strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions.  These go beyond traditional mine action activities to include Armed Violence Reduction (AVR).  AVR programming specifically seeks to engage communities in developing durable solutions to local safety and security challenges.   
 
DRC/DDG has been working in the region in Libya and Tunisia since 2011.  In 2014, DDG started a project in border towns in southeast Tunisia to address community security and resilience, aiming to improve relationships between communities and security providers and mitigate the risks facing local youth.   
With support from the European Commission and Canada, DDG recently entered a new phase of its programming, and is seeking a qualified M&E Officer to support the projects. 
 
About the job 
 
The successful candidate will have to support overall project accountability through the implementation of the project M&E plan, to support knowledge management through systematic filing of all project documentation, and also to support organizational learning by actively participating in and initiating learning opportunities. 
 
Duties and Responsibilities 
 
Monitoring and Evaluation 
 
• Contribute to project and activity planning to ensure that implementation integrates effective monitoring practices and tools 
• Conduct data collection and analysis in accordance with the project M&E plan, including use of various monitoring and assessment tools, such as surveys, focus group discussions, interviews, and pre- and post-training questionnaires 
• Contribute to relevant donor reports and communications materials 
• Support external research and evaluation consultants with design of plans, qualitative research instruments, and implementation of assessment plans and tools 
 
Knowledge Management 
 
• Ensure Team Leaders accurately complete and submit required activity reporting and documentation 
• Develop and maintain an organized filing system to manage and preserve all data and reports in a safe and accessible way 
• Prepare reports for local authorities, as necessary 
 
Training and Organizational Learning 
 
• Coordinate with programming staff on implementation of key activities, such as trainings and workshops to ensure integration of past lessons learned  
• Provide internal trainings to staff on key technical M&E skills and competencies 
• Contribute to data analysis and development of new lessons learned and best practices 
• Promote a culture of learning within the teams and actively share lessons learned 
 
About you 
 
To be successful in this role you must have a university degree in social science, political science, or related field, at least 3 years of experience working with non-governmental organizations including at 3 years of experience with monitoring and evaluation, field data collection, and report writing, and an Extensive demonstrated experience working with communities. 
 
You should also be:

Ideally, you also have:  
 
• Excellent writing and communication skills in English, Arabic, and French

We offer 
 
DDG/DRC will offer the successful applicant a six-month contract, renewable dependent on both funding and performance. You must be available to start work ASAP and be willing and able to work in Ben Guerdane, Tunisia with some possible travel.  
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff under Grade D, Level 4.
