General Information on the Mission


Context

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 20 countries – in Africa, Asia, Middle East, Eastern Europe and France.

At the 2012 Tokyo Conference, Afghanistan announced its road map toward self-reliance. However, great challenges remain to be overcome. Security, social and economic development, good governance, and justice are, among other issues, essential pre- conditions in order to achieve the country’s ambitious objectives. The withdrawal of the majority of international troops in 2014 as well as the recent change in government leadership has raised questions concerning the stability of the country. In fact, 2014 witnessed an increased level of violence with civilians paying the highest price, a rise in unemployment and criminality.
Rebuilding and strengthening the health-care system is still a priority in Afghanistan with the country-wide continuation of the implementation of the Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS) initiated in 2003 and 2005. PUI is a key implementing partner for both the BPHS and EPHS programmes.

PUI’s strategy/position in the country

PUI reaffirms its commitment to support Afghan people through a strategy based on its experience of the country and expertise in health interventions. Complementary to the implementation of the BPHS and EPHS programs, PUI has started health targeting for the conflict-affected and hard-to-reach population.
PUI will also seek to develop an integrated approach in its areas of intervention, with projects on food security, livelihoods and WaSH, to comprehensively respond to the needs of vulnerable populations.

History of the mission and current programs

PUI had been present among local populations in Afghanistan since 1979 implementing health programmes. Currently, the organization is running the following programmes;
BPHS/EPHS Projects:
Since 2003, PUI has been implementing the Basic Package of Health Services and the Essential Package of Health Services in collaboration with the Afghan Ministry of Public Health, in different provinces. Currently, PUI implements the BPHS and EPHS in Kunar and Daykundi provinces, running in total 74 health centers and two provincial hospitals, and employing more than 1,000
health and support staff. In Daykundi, PUI collaborates with Move Welfare organization, an Afghan NGO, for the implementation of the health services. In Kunar, PUI is both the BPHS and EPHS implementer with financial support from the MoPH/World Bank SEHAT funding mechanism and has contracts until at least the end of 2016.
Life-saving emergency trauma care project:
Since May 2013, PUI has been implementing an ECHO-funded emergency trauma care programme in Kunar province to train the health staff for triage and life-savings interventions, emergency preparedness and medical response for conflict-affected populations. The project also collects data on population displacement and prepares the communities and the health facilities for escalations of the conflict. This project has been recently extended into the most conflict-affected areas of Nangarhar province.
CHF/UNOCHA support for remote areas:
CHF has recently extended support for PUI to open health facilities in remote and insecure “white” areas of Kunar province which are not covered under the BPHS programme. This project aims to extend health care services to dramatically underserved populations and increase vaccination coverage in areas prone to polio cases, often due to cross-border movement from Pakistan.
Minimum Integrated Package project in Daykundi province:
UNICEF supports PUI in Daykundi province for the implementation of the Minimum Integrated Package, a health programme aiming to cover the most remote communities in the 8 districts. 7 health mobile teams cover the most remote villages.
Nutrition programmes in Kunar province:
PUI receives the support of the World Food Program, UNICEF, and DFATD for the implementation of an Integrated Management of Acute Malnutrition programme covering the whole province.

Job Description

Overall Objective

The East Program Coordinator will manage and support the Project Managers in the Eastern region for the implementation of activities under the shorter-term emergency response projects, will ensure the relevance of the activities implemented in line with PUI strategy, and will propose new interventions in line with the evolution of the humanitarian situation in the area.

Tasks and Responsibilities

  • Programmes: He/She coordinates the project teams and ensures the operational and qualitative aspects of emergency programmes are put into practice properly (monitoring of objectives, respecting due dates and budgetary provisions, quality control, synergy of the teams) according to the contractual documents and in line with PUI policies and procedures
  • Human Resources: He/She will be the direct line manager of up to five Project Managers in the region and will ensure that appropriate support and capacity building is brought to the senior managers of the programmes
  • Logistics and Administration: He/She will oversee the logistic and administrative duties of the projects with the support of the expatriate Logistician for the Eastern Region.
  • Safety and Security: Under the direct supervision of the Area Coordinator, he/she will be responsible for following safety and security rules on-base and in Eastern region, and will transmit all safety and security information to the Area Coordinator. He/She may take primary responsibility for security management for the region during any absence of the Area Coordinator.
  • Strategy: He/She will ensure that the programmess developed are in line with PUI mandate and strategy, and will propose new interventions according to the evolution of the humanitarian situation in the Eastern region. Specific focus should be put on the collaboration with other stakeholders in the region for coordinated humanitarian responses.

Specific objectives and linked activities

1. SUPPORT THE PROJECT MANAGERS IN IMPLEMENTATION OF PROGRAMMES  

  • Supervise the implementation (planning, monitoring, reporting, and coordination) and follow-up of all the programme activities and indicators at field level
  • Organization of regular mid-term reviews with the Project Managers in the Jalalabad office
  • Ensure proper reporting, communication and information flow between the field teams in Kunar, the Jalalabad office, and the Coordination Team in Kabul (PMs are responsible for drafting reports, the East Program Coordinator will review with the support of the Grants Officer and HoM will sign off)
  • Identify, assess and analyze needs with the emergency Project Managers and the field teams and make suggestions and recommendations to the Area Coordinator, Head of Mission and Deputy Head of Mission to improve the quality of activities
  • Ensure supervision and close team work between emergency Project Managers and his/her teams in relation to the proper implementation of activities and the coordination between the different projects of PUI in the region
  • Ensure supervision and close team work with the Logistician and the Administrator in Jalalabad in relation to the proper implementation of logistic and administrative activities
  • Monitor that the administrative, logistics and medical procedures linked with emergency projects are observed by the teams
  • Analyze the logistics and administrative needs for the projects as identified by the Logistician and the Administrator and ensure support services for programme implementation are operating effectively
  • Support the Project Managers with the analysis of budget follow-ups and propositions to Kabul for reallocations when needed
  • Implement and monitor the partnership agreements with other NGOs and agencies when applicable
  • In case of emergencies including mass casualties, manage and coordinate the response at provincial level with the support of, and under supervision of, the Area Coordinator and Coordination team, in partnership with the Emergency Project Manager
  • He/She alerts his/her supervisors in cases where delays in carrying out programmes have been identified and suggests adjustments (in terms of activities, operation area, budget, schedule etc)
  • PUI’s procedures and formats and are in compliance with the PUI’s operational policy

2. MANAGEMENT OF HUMAN RESOURCES AT PROJECT LEVEL

  • Be the direct line manager of emergency Project Managers based at provincial level implementing emergency programmes
  • Ensure adherence to PUI staff regulations and HR policies
  • Identify gaps and needs in terms of project management, and provide support and on-job training to the Project Managers in regards to budget management, report writing, monitoring and evaluation systems, representation, etc.
  • Provide upon request support to the HR teams at provincial level, and under the supervision of Kabul HR team, implementation of disciplinary procedures and conflict resolution is needed between teams
  • Participate in the recruitment of Project Managers, and upon request, participate in the recruitment of other key project staff
  • Evaluate regularly the appraisals of the Project Managers  
  • Organize project meetings, minutes reporting, team communication and team building

3. COORDINATION AND PARTNERSHIP

  • Participate in coordination meetings in Jalalabad and in Kabul and whenever possible in Kunar.
  • Assist the Area Coordinator in developing strong links with other humanitarian stakeholders in the Eastern Region, especially for emergency preparedness; ensure that there is no overlapping between PUI and other NGOs, and ensures the establishment of coordination mechanisms in case of humanitarian disasters in the region
  • Under the supervision of the Area Coordinator, represent PUI with its implementing partners (NGOs, WHO, UNHCR and other partners) at provincial level, including local authorities, when necessary
  • Maintain excellent ties, cooperation and regular communication with Asadabad PUI provincial team and other provincial teams if new programmes are being implemented in Eastern provinces

4. SECURITY AND CONTEXT FOLLOW-UP

  • Strictly adhere to the safety and security rules on-base and in the Eastern region and transmit all safety and security information to the Area Coordinator
  • He/She may take primary responsibility for security management for the region during any absence of the Area Coordinator
  • Analyze the evolution of the local context and propose readjustments to the Area Coordinator in terms of operations and staff presence in the field when needed 

5. MONITORING, EVALUATION AND REPORTING

  • Submit monthly situation report to the Area Coordinator and ensure proper submission of monthly reports by the Project Managers
  • Support the Project Managers to develop appropriate reporting tools and submit them on a regular basis
  • Under the technical supervision of the Area Coordinator, ensure effective and timely data collection related to the indicators listed in the logframes
  • Report to the Area Coordinator on meetings, project activities and any other relevant information
  • Participate in the preparation of intermediate and final reports to the donors (the task will be shared with the Grants Officer and the Project Managers according to their capacities and time available) 

6. STRATEGY AND DEVELOPMENT OF NEW PROPOSALS

  • Ensure that the programmes developed are in line with PUI mandate and strategy
  • Propose new interventions, in line with PUI mandate and according to the evolution of the humanitarian situation in the Eastern region. Specific focus should be put on the collaboration with other stakeholders in the Eastern region for coordinated humanitarian responses, in particular in emergency situations addressing humanitarian gaps.
  • Contribute to developing the mission's annual strategy

  • MONTHLY GROSS INCOME: from 2 200 up to 2 530 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI
