Senior External Relations Officer (HQ)

ORGANIZATIONAL CONTEXT
The Senior External Relations Officer (HQ) position is based at UNHCR headquarters in Geneva, Switzerland, within the Division of External Relations. Given the high-level partnerships and key thematic areas covered by the position, the incumbent reports to the Director of External Relations.

External contacts are predominantly with representatives of member states, other UN entities, think tanks, private sector, academic institutions, and civil society. Given the emphasis on stakeholder coordination, the incumbent of the position is expected to travel regularly.

Excellent drafting and presentation skills in English are for this position. French is a working language of the UN and other stakeholders in Geneva, and is desirable for the incumbent of the position.

FUNCTIONAL STATEMENT
Accountability
- A solid strategy for UNHCR's engagement with the World Economic Forum (WEF) is developed and implemented, including inter-Divisional collaboration and outreach to Country Operations, as necessary.
- UNHCR is actively contributing in Davos and other annual events organized by the WEF, as well as other humanitarian financing and development initiatives.
- Priorities are identified and effectively implemented upon consultation with Senior Management and in coordination with other Services/Sections.
- UNHCR and External partners are informed regularly on UNHCR¿s engagement with development and humanitarian financing initiatives.

Responsibility
- Develop a multi-year engagement strategy for UNHCR with the World Economic Forum, including a coordinated approach within Headquarters and Country Operations, as necessary.
- Provide policy advice and support to the DER Director and Division in following up on key outcomes from the High Level Panel on Humanitarian Financing (HLP) report and the World Humanitarian Summit.
- Liaise with key stakeholders, including representatives of member states, other UN entities, think tanks, private sector, academic institutions, and civil society in order to further UNHCR¿s commitments.
- Provide technical, research and analysis support to DER including, but not limited to, research and analysis on specific topics at the request of DER Director; assistance in preparing for meetings and consultations; analysis of background documents and submissions of feedback to UN entities and external stakeholders.
- Assist in the drafting of UNHCR¿s positions in relation to policy documents and key messaging on UNHCR's engagement with development actors, private sector partners and international financial institutions in the above mentioned context, as required. 
- Provide substantive and operational support to UNHCR¿s participation in external events and field visits, including supporting the organization of meetings and travel, drafting of correspondence, background notes, etc.
- Liaise with Permanent Missions of the member states, UN legislative bodies, other UN departments, offices, specialized agencies, funds and programmes, other international and regional inter-governmental organizations, as well as representatives of non-governmental and civil society organizations, academic institutions, private sector, think tanks, civil society and other partners to facilitate exchange and consultation with the organizers of the above mentioned events.

Authority
- Plan and coordinate UNHCR's engagement with the World Economic Forum and other key stakeholders in the sectors of development and humanitarian financing, as agreed upon.
- Prepare strategies for long-term partnerships and suggest priority areas of engagement.
- Represent UNHCR in various external fora.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree in Political or Social Sciences, International Relations, Journalism or other related fields.
- Minimum 10 years of relevant work experience of which minimum of 5 years in international capacity.
- Solid knowledge of the humanitarian-development nexus, humanitarian financing initiatives and UNHCR's existing partnerships in these areas.
- Demonstrated stakeholder coordination skills, highly developed drafting and presentation skills.
- Excellent knowledge of English and working knowledge of another UN language.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Good knowledge of UNHCR operations both at Headquarters and in the Field.
- Knowledge of French language.
