Senior Business Liaison and Analysis Officer (Budget System)

ORGANIZATIONAL CONTEXT
The position is located in the Global Analysis and Reporting Unit within the Service. The unit has wide range of responsibilities including review and approval of all budget-related master and metadata, analysis and improvement of budget-related business processes, coordination of  budgetary aspects of related institutional business processes, e.g. RBM, development and maintenance of budget related models of PeopleSoft, Hyperion, and other IT tools (notably Focus) utilized throughout the organization for budget management and reporting.

The incumbent of the position is expected to perform a management and advisory role in a small and specialized team. Covering information technology as a business tool and budget-related business processes, the incumbent will be responsible for proposing and developing new and improved business solutions, maintaining an inventory of all technology and business processes, as well as the related documentation, involving budget management; developing and managing software-related training initiatives, and advising supervisors and management on processes and technology.

The incumbent is expected to closely coordinate with business units internal to UNHCR and service providers to ensure budget management is supported by adequate technology and processes.

The incumbent of the position will be guided by the supervisor through project-type assignments, during which incumbent will enjoy a level of autonomy in the implementation processes, with periodic reporting to the supervisor, depending on the nature of each assignment. The incumbent will also play a direct supervisory role vis-à-vis at least one Business Analysis, and potentially, an indirect supervisory role to two Senior Budget Associates in relation to their roles in budgets systems development and day-to-day maintenance.

FUNCTIONAL STATEMENT
Accountability

- Optimal use of information technology instruments and optimization of budget-related business processes are ensured.
- End-to-end documented business processes and their supporting information technology systems (planning, execution, monitoring, reporting) are well maintained.
- The implementation of systems¿ or business processes¿ related to financial management undertaken by PBS, DFAM, or UNHCR at large is effectively managed.

Responsibility
- Ensure all budget processes and supporting information technology instruments are adequately documented.
- Analyze and propose the optimization of business processes impacting budget management through improved solutions.
- Keep historical records on changes and improvements made to budget processes and instruments;
- Manage process improvement implementation projects.
- Assess business processes, and propose processes and instruments improvements at both short and long term.
- Collect, elaborate business requirements, and prepare and coordinate design documents as necessary for processes and instruments improvements.
- Ensure processes and systems coordination with UNHCR¿s internal units, services, and other stakeholders.
- Pursue processes and instruments integration for efficiency and effective financial management.
- Remain informed about developments in the area of information technology as it supports the improvement of business processes.
- Manage business and instruments improvements and upgrades.
- Advise on systems¿ management and users¿ support pursuing optimal use of UNHCR¿s budget-related systems and processes.
- Prepare and manage the preparation of instructions and learning materials.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree in management of information systems, information technology in general, including coursework on business subjects like finance, commerce, business administration, or organizational behaviour.
- Minimum of 10 years relevant experience at professional level as a business and systems analyst in the corporate sector, of which at least 5 years should be in an international capacity directly relevant to the functions of the position.
- At least 5 years of experience in project management along with a project management certification, e.g. Prince2, PMI preferred.
- Involvement in change management initiatives in an international or multinational environment, with specific change management experience in at least one ERP deployment project (preferably PeopleSoft and Microsoft BI), preferably within the UN system.
- Practical hands-on experience with business modelling methodologies based on Waterfall methodologies, and process modelling techniques like BPML and UML.
- A good knowledge of the UN rules, procedures, processes; experience in business processes re-engineering in the UN or other international organization.
- Excellent communications skills, capable of conveying complex information technology or business processes to a broad audience.
- Expert knowledge of information technology instruments, preferably PeopleSoft and ORACLE.
- Excellent knowledge of English (written, oral, comprehension).

DESIRABLE QUALIFICATIONS & COMPETENCIES. 
- Certified Business Analysis Professional.
- Exposure to IPSAS.
- Exposure to UNHCR training/learning activities in the area of budget management.
- Exposure to UNCHR training/learning activities in the area of programme management.
- UNHCR field experience.
- Knowledge of enterprise IT architecture and design principles (TOGAF).
- Knowledge of IT services management best practices (ITIL).
- Knowledge of RBM and RBB principles.
- Working knowledge of French is highly desirable.
