PSP Officer (UAE Small Donors)

ORGANIZATIONAL CONTEXT
The incumbent would be responsible for the implementation of the Private Sector Partnership (PSP) Programme in UAE and for the strategy and planning. The incumbent will also manage any Private Sector Partnership Service (PSP) consultancy and any PSP staff resources for UNHCR in UAE as well as managing small scale fundraising activities in other Gulf States as and when required by PSP. The position will be supervised by the Senior PSP Officer (MENA) who is tasked with maintaining an organizational overview of all UNHCR offices with PSP operations and all National Associations in the PSP region (which currently includes Middle East and North Africa (MENA), and Africa). 

The incumbent will manage relations with partners, media, contractors and suppliers for PSP Programmes and direct any PSP staff and consultants in their contact with external partners.

FUNCTIONAL STATEMENT
Accountability
- A comprehensive strategy is developed and implemented to increase private sector funds in the UAE and Kuwait in the area of responsibility.

Responsibility
- Develop, implement and report on the annual plan including its associated income and other goals.
- Act as a supportive and active contributor to the work of the External Relations Team.
- Explore and develop sources of funds from Leadership Giving sources (corporate/foundations/wealthy individuals) to increase level of funding while focusing on LG Accounts in UAE and Kuwait besides supporting the region generally.
- Prepare submissions to the National Growth Fund to secure funding to increase the donor base of private sector donors in UAE.
- Develop a strategy and then plan and conduct PSP campaigns in UAE and Kuwait including emergencies. This includes managing relations with partners, media, contractors and suppliers.
- Maintain a predictable level of service and value for the donor to ensure a stable level of contributions.
- Report to the Senior Regional PSP Officer (MENA) on activities implemented in UAE and Kuwait, including lessons learned and recommendations for future opportunities and plans.
- Develop with the Senior Global PSP Officer a detailed Annual PSP Plan in close consultation Senior PSP Officer in Dubai.
- Develop a monthly work plan to be approved by the supervisor.
- Perform any additional regional activities or responsibilities as requested.

Authority
- Manage PSP human resources: supervise all PSP staff and consultants in line with UNHCR's staff rules, regulations and policies. 
- Manage PSP financial resources: supervise and monitor PSP expenditure/budget and income recording and reporting and manage the donor database.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- A university degree (BA) in Business/Marketing, Social Sciences or a related discipline.
- 8 years previous relevant work experience (6 years with advanced university degree) with 5 years private sector fundraising experience in a not-for-profit organization or an international organization or a marketing/fundraising consultancy firm in UAE.
- Proven experience in preparing and implementing PSP plans and developing plans for annual income growth as well as in strategic planning.
- Demonstrated ability to meet PSP targets.
- Proven experience in developing and delivering Leadership Giving programmes.
- Proven expertise and up-to-date knowledge in all major existing and new PSP techniques including direct marketing and direct response fundraising, monthly donor programmes including face-to-face, telemarketing, middle and major donors, legacies, corporate fundraising and new media fundraising.
- Experience of managing the production of fundraising materials from creative and design to production, print and delivery.
- Experience of management of staff and/or consultants and good leadership skills.
- Fluent in Arabic and English (verbal and written).

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Excellent analytical and conceptual skills and strong communication and presentation skills (both verbal and written.
- Computer skills with particular reference to analysis of fundraising results, database management, data mining and internet e-commerce as well as proficiency in word, excel and PowerPoint.
- Experience in managing a PSP Programme in more than one not-for-profit organization.
- Experience in electronic fundraising and new media.
- Experience in emergency fundraising for a humanitarian organization.
- Ability to manage multiple projects concurrently.
