Chief of Section (Humanitarian Financing and Field Support)

ORGANIZATIONAL CONTEXT

As Chief of Section (Humanitarian Financing and Field Support) (HFFS) located in the Donor Relations and Resource Mobilization (DRRM) service, the incumbent will be managing the Section consisting of seven professional and one general service staff.

The incumbent of this position contributes to the Office¿s donor relations and resource mobilisation capacity by broadening UNHCR¿s donor base and providing field support. As Chief of Section, the incumbent of the post will continue efforts to increase funding from non-traditional donors such as the Common Humanitarian Funds, Trust Funds and other field based funding sources. To do so s/he will actively work to strengthen UNHCR¿s engagement within the inter-agency landscape, cultivate and further build partnerships and strengthening the capacity for fundraising in UNHCR¿s field locations. S/he will engage in the various UN Inter-Agency processes related to programme design and financing and will closely follow the development of UN-managed pool and trust funds. S/he will ensure that UNHCR¿s inter-agency plans (Regional RRPs and other similar inter-agency plans) are well coordinated and maintained while also making sure UNHCR¿ is properly featured in the UN Inter-Agency Appeals.

As Chief of Section the Grand Bargain and other similar inter-agency process will be monitored with the aim to seize opportunities issues related to and encourage the increase of activities to develop the Field¿s capacity to ensure the partnerships in the field are managed and project proposals are of the quality required.

The Sections activities are based on the fact that a strong engagement in the inter-agency processes is underpinning the successful resource mobilisation. 

FUNCTIONAL STATEMENT

Accountability
- The Humanitarian Financing and Field Support Section is managed according to UNHCR standards.
- Senior Management including Bureaux and Divisions receive advice on appropriate funding strategies.
- UNHCR's Field Offices receive timely advice in relation to appeals, proposals and inter-agency related fund-raising issues.
- UNHCR's relationships in relation to fund-raising with other UN agencies and organisations are well managed.
- UNHCR's engagement with the various pool funds and other inter-agency funding streams is effectively managed;
- DRRM training programmes are effectively executed to maximise resources.

Responsibility
- Exercise sound judgement when representing UNHCR in relevant inter-agency fora.
- Responsible for working with other Sections/Services and participating in preparation of policy papers and discussions on inter-agency funding related issues.
- Supervise the Humanitarian Financing and Field Support Section according to good managerial practice.
- Guide the process of developing and maintaining the Regional Refugee Response Plans as well as ensuring their coexistence with other planning instruments.
- Assist the Regional Refugee Coordinator with HQ contacts with the participating agencies in the Regional RRPs.
- When necessary, ensure funding agreements have gone through the processes of verification.
- Maintain contacts with the Secretariat of the respective funds, such as the CERF Secretariat the Peace building fund, etc.
- Represent UNHCR in inter-agency meetings related to fund-raising.
- Contribute to shaping UNHCR position on a variety of mostly programme -related issued discussed in inter-agency fora.
- Advocate for UNHCR's position in a diplomatic manner.
- Act as focal point for inter-agency fundraising and maintain linkages with OCHA on decision related to member -state briefings, etc.
- Regularly inform Senior Management of the development of inter-agency appeals and other similar plans.
- Identify opportunities to access funding from multi-donor and inter-agency funding sources, including Multi-Donors Trust Funds (MPTFs), humanitarian transition/developmental sources, bilateral development agencies and UN development- and transition-linked Trust Funds such as Peace Building Fund, UN Democracy Fund, Multi-Partner Trust, etc.
- Provide guidance, training and other support to UNHCR field offices on how and when to make submissions to multi-donor trust funds, development sources and other mechanisms.
- Work with the field offices and respective Bureaus to ensure that appropriate, timely and high-quality funding submissions are made to the above-mentioned sources and that required reporting is produced on time.
- Ensure consistency with UNHCR resource mobilization strategies and overall strategic directions of the Office as well as modalities of cooperation with internal and external partners (including field-related actions/initiatives, resource mobilisation foci, partnerships, networking with stakeholders, etc.).
- Ensure that the UNHCR led Regional Refugee Response Plans are coordinated, issued in a timely manner and maintained throughout its existence.
- Oversee training and other capacity building activities to provide field offices with the skills to make submissions and produce reports.  If necessary, draft submissions and reports.

Authority
- Manage the Section and authorize leave requests, establish and finalize e-pads.
- Initiate funding submission in consultation within DRRM management and other Divisions/Bureaus in UNHCR on funding submission when necessary.
- Substantively engage with Division and Bureaus to ensure all decisions relating to his/her area are taken in a timely manner.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Advanced university degree in Social Sciences, Development Cooperation, Political Science, International Relations, Economics or Humanitarian Law or related fields.
- Minimum 15 years of job experience with progressively responsible functions related to development financing, development planning, resource mobilisation, fund raising, preferably in a humanitarian agency with well-established network of contacts at the senior decision/policy making level in institutions / offices that are supporting / interested in humanitarian works.
- Proven ability to deal with multiple tasks in a courteous and service oriented manner in a demanding working condition that often has short deadlines.
- In depth understanding of UNHCR programme design and budgeting processes and structures and ability to translate these into inter-agency equivalents.
- Computer literacy and a working knowledge of MS Office Software.
- Ability for analytical and creative thinking for rapid solution(s).
- Strong communicator with interpersonal and negotiation/advocacy skills to deal with persons of different cultural and educational backgrounds.
- Excellent writing skills and ability to analyze and present budget data.
- Excellent drafting skills in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- An in-depth knowledge of operations addressing refugees/Internally Displaced Persons needs through first hand experience in operational situations.
- Good understanding of UN/UNHCR reforms, policies and the priorities of the organisation.
- Basic knowledge of Inter-agency coordination in the field.
- Experiences in donor relations/ resource mobilization within UNHCR. 
- Understanding of results based management and ability to use UNHCR¿s technical tools (MSRP and Focus).
- Knowledge of other relevant UN languages, preferably French
- Experience in providing learning/training activities.
