Programme Officer (Cash)

ORGANIZATIONAL CONTEXT
The post of Programme Officer (Cash) is located in the Programme Unit and its incumbent will be supervised directly by the Senior Programme Officer and under the overall supervision of the Assistant Representative (Programme). S/he will supervise one support staff. UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Officer. In addition and in light of the specificity of the position, she/he is expected to be very familiar with the latest policy discussions and operational development of the cash assistance in a humanitarian context. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.
The incumbent will participate in refining and ensure proper implementation of a multi-sectorial and multi-stakeholder strategy for cash-based response for refugees and hosting populations. The strategy is based on an updated understanding of the cost of living and the impact of the on-going cash-based interventions in country.
The incumbent will be providing technical advice to UNHCR and partner organisations on the implementation of cash-based response for shelter, non-food, food items and other essential needs, including various steps of the project cycle such as identification, registration, implementation, and monitoring and evaluation.
The incumbent will also assist in developing a coherent operational plan concentrating on the systems of delivery and monitoring of the cash-based assistance.
S/he will participate in mapping of cash programming actors in the country amongst refugees and refugee hosting communities and coordination of the cash initiatives amongst these populations in country, including cash or voucher-based food assistance.

FUNCTIONAL STATEMENT
Accountability
- In collaboration with the country teams and building on on-going programmes and country experience, a multi-sectorial and multi-stakeholder strategy is developed for cash-based response for refugees and hosting populations.
- Technical advice to is provided to UNHCR and partner organisations on the implementation of the cash-based response for shelter, non-food, food items and other essential needs, including various steps of the project cycle such as identification, registration, implementation, and monitoring and evaluation.
- A coherent operational plan is developed concentrating on the systems of targeting, delivery and monitoring of the cash-based assistance.
- Mapping of cash programming actors in the country amongst refugees and refugee hosting communities and coordination of the cash initiatives amongst these populations in country, including cash or voucher-based food assistance.

Responsibility
- Implementation and updating of the strategy for cash-based response for refugees and hosting populations. This strategy is based on an updated understanding of the cost of living and the impact of the on-going cash-based interventions in country.
- Implementation and monitoring operational plan of cash-based assistance for various populations groups in country.

- Presentation of the mapping of various actors working on cash programming and what the assistance is provided for and where.
- Participate to needs assessments as necessary, and development and implementation of monitoring and evaluation of the operational plan.
- Revision and updating of UNHCR internal standards operating procedures in cash assistance.
- Represent UNHCR position on cash in the various working groups and with its partners and other UN, donor, international agencies.

Authority
- Communication of clear guidance and minimum standards to all stakeholders that will build local capacities and improve the quality of cash programmes.
- Representation of UNHCR's position of cash intervention.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Degree in development studies, development economics, or relevant post-graduate qualification.
- Minimum 8 years (6 years with advanced university degree) of experience in the implementation and monitoring of humanitarian/development projects and programmes with demonstrated experience in cash-based interventions, with the UN and/or non-governmental and/or public sector.
- Demonstrated technical skills in planning and managing cash assistance;
- Demonstrated expertise in feasibility studies, assessments and surveys; needs and response analysis; cash transfer programming, setting up and monitoring of systems.
- Solid skills in analysis, using and presenting quantitative and qualitative data, and report writing.
- Familiarity with community-based and participatory approaches.
- Broad knowledge of key actors involved in developing policies and programmes related to cash-based assistance: International and Non-governmental organizations, research institutes.
- Strong communication and individual organizational skills.
- Excellent written and spoken English.
