The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC’s activities in Myanmar currently focus on the South eastern region along the border with Thailand with plans in place to expand to Kachin/N. Shan States and Rakhine State. NRC’s current activities include rapid issuance of civil documentation, reconstruction of durable shelter, permanent schools, and vocational education, all managed from six field offices.

Job description

  • Ensure that ICLA projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Lead efforts to implement the ICLA HLP projects in the field
  • Overall implementation of ICLA projects (access to civil documents/citizenship, HLP, cross border information for refugees)
  • Contribute with ICLA specific technical competence to programme development, adjust-ment or review
  • Conduct ICLA on HLP and legal identity/citizenship issues
  • Contribute to organisational learning through the provision specific technical analysis, les-sons learned and reports
  • Develop training specific technical research and document findings and recommendations
  • Draft modules and provide specific technical learning or/and training for ICLA staff and relevant stakeholders
  • External representation, coordination and relationship building

Qualifications

  • Minimum 3 years of relevant experience within field of expertise
  • Technical specific knowledge on Housing, Land and Property rights, refugee and IDP pro-tection as well as civil documents/citizenship issues
  • Previous experience working in complex and volatile contexts in international NGOs or international organisations
  • Documented technical competences related to the position’s responsibilities
  • Documented results related to the position’s responsibilities
  • Previous experience working in complex and volatile contexts
  • Strong communication and networking skills
  • Fluency in English, both written and verbal
  • Knowledge of the context in Myanmar would be an asset

Education level

  • College / University, Bachelor's degree
