The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC has a dynamic and fast evolving refugee response programme in Greece, responding to a fluid situation, which to date has seen more than 1 Million refugees and asylum seekers cross from Turkey into Greece. NRC works together with the Greek authorities, humanitarian agencies and volunteers to assist refugees at open registration and reception facilities and camps. In addition to island of Chios, the second largest arrival spot in Greece, our mainland teams in the Thessaloniki area help manage the newly established refugee camps. NRC is working with Camp Management, Shelter and Wash and is about to introduce ICLA and Education programme in order to respond to the need.

NRC is looking for a Programme Development Manager (PDM) to start an Information, Counselling and Legal Assistance (ICLA) programme in Greece to assist refugees and asylum seekers. The PDM will be responsible for the design and implementation of a programme that will assist asylum seekers and refugees to enjoy and exercise their rights. The programme will also strive to improve legislation and policies regulating asylum procedures in Greece. Besides asylum, the programme will also focus on housing rights and legal identity issues.


ICLA in Greece will adopt a mixed implementation model delivering ICLA services directly and through partnerships with local civil society organizations. The partnerships approach will include enhancing the capacity of partners on substantive issues and project management such as case processing, logistics, advocacy and research. ICLA will also engage in advocacy and coordination activities within the humanitarian legal sector in Greece and will engage in international coordination networks active on European asylum law and policy. Legal research will be conducted with specific focus on the application of European asylum law and policy in the Mediterranean area.


The purpose of the Project Development Manager is to be responsible design, develop and implement CM programmes in Greece.

Job description

  • Develop ICLA strategy, technical SOPs / guidelines and Macro LFAs
  • Compliance and adherence to NRC policies, ICLA tools, handbooks and guidelines
  • Responsible of development and manage funding proposal, project budgets and donor reports
  • Overall management of project staff
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications

  • Relevant university degree, preferably political science or law combined with relevant professional experience
  • Expertise on ICLA themes, especially asylum law and procedure, HLP rights and Legal Identity
  • Experience in working with asylum seekers and refugees
  • Knowledge of the context in Greece and the European Union is an asset
  • Experience in project management and partnerships with local organizations
  • Experience in running workshops and trainings
  • Fluency in English
  • Valid international driver’s license
