The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Job description
- Strengthen NRC's response to prioritized country advocacy and protection issues both within the country and internationally.
- Support and train programme staff to mainstream protection and do-no-harm into their projects and activities and respond to prioritised advocacy and protection concerns.
- Provide timely and context specific information to internal and external stakeholders. Ensure that relevant NRC offices (Oslo, Geneva, and Brussels) are informed on the response situation and priority protection/advocacy issues in Ukraine.
- Position NRC as courageous spokesperson on protection and humanitarian principles in Ukraine and initiate, coordinate and implement advocacy activities in cooperation with programme staff.
- Play an active and strategic role in the humanitarian community to strengthen the advocacy and protection response in accordance with the NRC country strategy – with a particular emphasis on humanitarian access and the rights of conflicted-affected communities/IDPs.
- Actively network with other organisations involved in the response, and be the NRC focal point for development of joint field based advocacy and positions towards the international community and targeting the policy-making processes.
Qualifications
- Minimum 5 years of experience from working in a humanitarian/recovery context.
- Background in Political Sciences/International Law
- Knowledge of the Refugee Law, International Humanitarian Law (IHL) and protection standards.
- Solid understanding of the Ukrainian policy-making processes.
- Documented/proven results related to the position’s responsibilities, particularly in drafting advocacy messages, coordination and networking.
- Professional knowledge of humanitarian and protection principles.
- Experience from working in complex and volatile contexts will be an advantage.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Excellent communication skills, both written and verbal.
- Fluency in English, both written and verbal.
- Ability to work under pressure, independently and with limited supervision.
- Ability to inspire and motivate.
- Valid driver’s license.
