The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Monitoring and Evaluation Officer is responsible for carrying out all M and E activities in the Jerusalem program, in liaison with staff from different NRC Core Competencies in Palestine.

Job description

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Prepare and develop status reports as required by management
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement
  • Any other task required by management
  • 1. Support M&E Coordinator in developing a country M and E plan for NRC Gaza.
  • Design and develop M and E tools and systems for Gaza programs in compliance with M&E country strategy.
  • Keep accurate records of assessment, activities and participation.
  • Analyse project information and providing recommendations for research and trends and gaps in information relevant to NRC programmes.
  • Ensure that data is collected and recorded ethically and within the remits of NRC policy on confidentiality and consent.
  • Develop personal monthly work plan and contribute to teamwork planning.
  • Support M&E coordinator in training other team members on M and E tools and skills as appropriate including needs analysis of team.
  • Conduct regular field visits to the projects’ activities and report to the PM, DPMs and AMs on main observations
  • Carry out any other relevant duties as requested by supervisor.
  • Provide support with maintenance M&E management information systems including data entry, data checking and report production.
  • To develop link between data collected from field through development of appropriate applications and link it with reporting system..
  • To train and supervise staff members involved in data entry.
  • Ensure that NRC Grants are following NRC guidance and standards in archiving and data management.
  • Provide all necessary and accurate M&E data and analysis for internal and external reporting in a timely manner.
  • Coordinate with departments of NRC to produce reports to donors, research, data and information

Qualifications

  • Bachelor’s Degree in Information Management and technology, Project Management, Engineering, or other relevant academic background
  • 3 years of Monitoring and Evaluation and MIS experience
  • Experience in developing Management information systems with the needed soft wares and applications.
  • Inter-mediate English Language level
  • Computer literacy.

  • Strong organizational and team working skills
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus

  • Training skills
