BACKGROUND 
Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. Danish Demining Group (DDG) is a specialized business unit within DRC focused on the prevention and reduction of armed violence.DDG’s work in the region spans five sectors: 
  • Building capacity for conflict management and peace 
  • Strengthening relationships between security providers and communities  
  • Strengthening local institutions and enhancing local capacity for addressing safety needs  
  • Addressing immediate threats to life and limbs by explosive remnants of war  
  • Addressing small arms as a tool of violence  
DDG’s Somalia Programmer is founded on applying participatory planning methods to problems associated with conflict and instability. Our Community Safety approach supports target communities to assess their safety and security situation, define and prioritize their needs and work with us to identify resources to address these needs. We also work together with Danish Refugee Council to promote local stability, seeking to increase demand for improved governance by providing community-driven development grants in combination with civic education, dialogue and reconciliation work, livelihoods support and community safety. 
 
OVERALL OBJECTIVES 
The Programmer Support Officer’s (PSO) prime objectives will be to provide support and direction in programme implementation, administrative and financial oversight of DDG’s activities in the Somalia programme. The PSO will work under the direct supervision of the Head of Programmes (HoP) and collaborate with Area Managers (AM) and thematic managers’ on DDG projects. 
 
RESPONSIBILITIES
The PSO is a member of the programme team and reports directly to the Head of Programmes. He/she shares a responsibility in programme delivery and development. The PSO is required to liaise and coordinate with staff from the wider Horn of Africa and Yemen region, global advisors, the DDG Regional Manager, and staff from Danish Refugee Council during joint projects in unison with the HoP.  
 
Programme Management and Development 
  • Provide guidance and mentoring to programme staff on project implementation and management activities under the supervision of the HoP. 
  • Review and edit donor reports and required documents on a weekly, quarterly, monthly, semi-annual and annual basis, as required.  
  • Support GMT at regional level, to ensure via the different donor websites, that DDG knows about funding opportunities. 
  • To provide coordination of new proposal opportunities, by engaging with the different departments and making sure information and final draft are afforded before the submission dates. 
  • Assist in the management of proposals, including with the technical programme design, staffing, budget development, writing, editing, and other proposal requirements to produce high quality, targeted, and winning proposals. 
  • Provide ongoing monitoring of the status of projects and on grant requirements in collaboration with the AM’s. 
  • Encourage quality of work, innovation, and strategic/critical thinking in proposal writing and reporting 
  • Support the development of promotional materials related to DDG programming and review these materials for publication. 
  • Pursue and develop new programme opportunities in conjunction with the HoP. 
 
Representation/Liaison 
  • Act as a representative for the DDG programme in Somalia towards donors, partners, UN agencies and international and local NGOs and various local co-ordination forums when requested by the HoP or CD. 
  • Cooperation and operational synchronization with DRC Somalia and DDG Somali-land. 
 
Fundraising 
  • Support to develop funding opportunities for the country programme 
  • Sensitize staff members on the dynamics of fund raising and the impact of work quality to donors. 
 
Accountability  
  • Guided by the DRC Programme Handbook, and with the HoP and AM’s, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG's activities. 
  • Support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects. 
 
QUALIFICATIONS AND COMPETENCIES 
  • Degree in business administration, international relations or related field preferred. 
  • 4-5 years of field-based experience in international relief and development -- ideally in the region 
  • 4-5 years of experience managing the development, implementation, administration and compliance of donor funded projects - general programme management experience preferred. 
  • Must have experience with international donor reporting. Experience in proposal development – collaborating in writing proposals and revision of reporting a necessity 
  • Demonstrated ability to train and mentor staff  
  • Strong written and verbal communication skills; a persuasive communicator with excellent interpersonal skills. 
  • Ability to work effectively in collaboration with diverse groups of people.  
  • Demonstrated management, motivational and teamwork skills. 
  • Fluency in spoken and written English is mandatory.  
  • Proficiency with MS Office software required (Outlook, Word, Excel, and PowerPoint). 
 
CONDITIONS 
Contract:    One year contract with possibility of extension. 
 
Level:    This position is graded as A14 on DRC salary scale available on www.drc.dk under vacancies. Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa Regional Office.  
 
Duty Station:      Garowe –Puntland with frequent travel to field offices in Somalia and Somaliland. 
 This is a non-family duty station and the person must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Accommodation is provided.
