The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.


NRC have been operating in Mali/Burkina Faso since 2012, and the main core competencies have been Education, Information, Counseling and Legal Assistance (ICLA), Shelter and Food Security. NRC now seeks an Emergency Project Manager to oversee its Rapid Response Mechanism (RRM). The program financed by ECHO provides wash, food, and NFI assistance to people affected by displacement and natural disaster within a week of the crisis. The system is operational in the Gao and Timbuktu region

Job description

  • Line management for project staff
  • Contribute to the development of Country, Area and Core Competency strategies, initiate and participate in the development of relevant Core Competency projects
  • Coordinate and manage Core Competency Emergency project implementation (activities, budget and project documentation)
  • Ensure that projects target beneficiaries in most need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget
  • Capacity building of project staff
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Ensure active contact with focal points and partners, to facilitate the deployment of the emergency team to affected areas
  • Actively liaise with ECHO on decision for intervention
  • Ensure active management of emergency teams in Gao and Tombouctou, to ensure aid is delivered within a week
  • Lead coordination with partners and government counterpart, to ensure strong coordination and active involvement of the humanitarian community in the ECHO project
  • Lead the continuous development and review of key tools for the rapid response mechanism
  • Oversee the effort to implement a second phase of the RRM project starting February 2017

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical expertise in Wash, Shelter, Health or Multi – sectoral emergency response
  • Fluency in French and English, both written and verbal
  • Experience in multi – sectoral emergency response, an added value
  • Knowledge of the Malian context, an added value

We offer

  • Salary/benefits: According to NRC’s general directions
  • Duty station: Bamako with 50-70% travel to field offices. Bamako is a non-family duty station.
  • International staff members can choose to live in joint accommodation or collect a housing stipend for their own housing arrangements.
