The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.


NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responses to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security & livelihoods, ICLA to provide legal assistance to individuals while building capacity of local commissions, state and customary authorities. Shelter and WASH activities are undertaken in support of the above three areas of intervention to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.

The PAA will report to the Country Director.

Job description

  • Act as the focal point for the development and implementation of a advocacy strategy for DR Congo
  • Ensure that NRC global advocacy and protection strategies, plans and policies are implemented, and feed local knowledge and analysis into NRCs global advocacy
  • Ensure that protection, advocacy and gender is mainstreamed into the overall country strategy
  • Lead and coordinate planning and implementation of advocacy activities
  • Strengthen strategic advocacy and protection networks and alliances
  • Draft advocacy products such as briefing notes, position papers, talking points and reports
  • Support the CD in engagement with the international community, humanitarian actors, national and local authorities
  • Support and train NRC programme teams to mainstream protection and do no harm into their programmes and activities

Qualifications

  • Minimum 3 years of experience working as a Protection and Advocacy Adviser/Manager in a humanitarian/recovery context
  • Professional knowledge of humanitarian and protection principles
  • Experience from working in complex and volatile contexts
  • Fluency in French and English, both written and verbal
  • Knowledge of the context in DRC or Great Lakes region
  • Experience in training

We offer

  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Duty station: Goma with 35% travel to the field locations and this is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
