The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.


NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responses to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security & livelihoods, ICLA to provide legal assistance to individuals while building capacity of local commissions, state and customary authorities. Shelter and WASH activities are undertaken in support of the above three areas of intervention to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.

The Emergency Manager reports to the Country Director.

Job description

  • Establish and lead the development of the Emergency section
  • Develop strategies for the Emergency projects on national level
  • Ensure the development of quality control and monitoring/evaluation standards
  • Prepare/verify proposals, applications, budgets and reports to relevant donors
  • Identify trends in conditions/standards and donor priorities, and assess better ways to assist
  • Training and development of staff
  • Develop partnerships in the humanitarian community, and coordinate with authorities
  • Budget and administrative responsibility for Emergency programme
  • Collaborate with the NRC Programme Department to ensure adequate and timely multisectoral responses to identified needs, and where necessary organise complementary interventions
  • Ensure Emergency activities active/proper representation in clusters and monthly/ad hoc meetings

Qualifications

  • Minimum 5 years’ experience from working as an Emergency Manager in a humanitarian context
  • Experience from working in complex and volatile context
  • Fluency in French and English, both written and verbal
  • Experience in NFI distribution, C&V programs, Education (including school construction) and Multi-Sectorial assessments
  • Experience in running multi-sector programs in sensitive and conflict areas
  • Knowledge of the humanitarian context in the Great Lakes region
  • Experience in training and capacity building of local staff/teams
  • Proven management and financial skills
  • Experience with program development
  • Experience in monitoring, evaluation and quality control

We offer

  • Contract period: 12 months
  • Start-up date: September 2016
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Duty station: Goma, with 50% travel to the field locations. This is a non-family posting.Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
