ABOUT DRC
The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty-five countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
The protection and assistance to conflict affected population is provided within a long-term, regional and rights-based approach in order to constitute a coherent and effective response to the challenges posed by today’s conflicts. Assistance consists of relief and other humanitarian aid, rehabilitation, support to return and repatriation as well as promotion of long-term solutions to displacement and its causes. In addition, support and capacity building of local and national authorities and NGOs form an integral part of DRC’s work.
The Danish Refugee Council (DRC) has been operational in West Africa since 1998. DRC´s aim is to contribute to the peace and stabilisation, protection and promotion of durable solution to crisis-affected populations in the region. The overall strategic objective of the program is: Support peace and stabilization, protect and promote durable solutions to conflict-affected population in Liberia, Côte d’Ivoire, Guinée, Burkina Faso and Mali on the basis of humanitarian principles and fundamental human rights.
DRC has been operating in Mali and Burkina Faso since January 2013. The programme in Burkina Faso has 2 field offices (Dori and Djibo) and a liaison office in Ouagadougou. The programme in Mali has 3 field office (Mopti – Gao and Tombouctou) and we plan to open Menaka and Kidal with a liaison office in Bamako. DRC shares its operational bases with Danish Demining Group, the Armed Violence Reduction unit of DRC.
DRC’s Mali programme focuses on emergency, community recovery and development within the sectors of Protection and Social Cohesion, Livelihoods and Early recovery, food security and cash. The program is currently funded by Danida, ECHO, UNHCR, SDC, ARD, DRC own fund. The current annual portfolio is approximately 6 to 7 million Euro, but set to grow over the coming year.
THE ROLE
The Protection Coordinator will contribute to the overall implementation of DRC´s operation in Mali will be technically supervised by Country Director Mali/Burkina Faso. She/he will supervise the co-facilitator of the protection cluster in Mali as well as the protection project managers in Mali.
KEY RESPONSIBILITIES
Programming
- Develop, coordinate, plan, implement, monitor and report on DRC´s Protection Program in Mali;
- Provide technical expertise to develop the Mali protection programs with special attention to developing emergency protection monitoring and response in a cross border fashion;
- Ensure the mainstreaming of protection, child protection and community based protection components in the DRC Mali emergency response programs;
- Develop the cross-bordering approach (between Mali and Burkina Faso) in close coordination with Regional Head of Programmes, the Country Director Mali, CD and Burkina Faso, Regional Director West Africa and Burkina Faso team;
- Ensure that the protection projects are implemented in a timely and professional manner, according to objectives, goals and indicators as approved by donors and protection standards;
- Ensure that the DRC protection programs are implemented in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, HAP Principles, DRC Assistance Framework, DRC Program Handbook);
- Ensure that at all times contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner;
- Assist in developing new program initiatives and fundraising relating to protection and emergency response;
- Conduct assessments and fact-finding missions to set up new projects, assist in preparation of project proposals for external donors and negotiate/defend them, conceptualize and develop national and local strategies in close co-operation with the Country Director/ Regional Director
- Draft concept papers and assist in the preparation of creative, realistic and cost-effective
Monitoring and reporting
- Supervise implementation of the projects via monitoring and evaluation (quality control, monitoring objectives and indicators) according to the regional M&E system;
- Ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements;
- Ensure the use of qualitative and quantitative indicators and prepare accurate and timely reports on project progress;
- Ensure that timely and quality project narrative reports are provided to the donors on time according to donors requirement;
- Ensure regular field monitoring and develop relevant analysis according to the day to day situation
Personnel, Finance & Administration and Logistic management
- Hire, support, appraise and mentor DRC protection staff by identifying clear deliverables and providing training as needed;
- Implement projects in compliance with DRC- and donor requirements when it comes to administration, finance and logistics;
- Responsible for monitoring of protection project expenditures;
- Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, INGOs engaged in protection programming and donors, through regular attendance at technical meetings /clusters and bilateral meetings.
Security management
- Must keep constantly updated on the security situation and insure the communication with the program staff;
- Responsible to understand and able to implement the security rules including regular updating of security and evacuation plans and measures, and implementation of security and contingency plan and update of DRC´s SLS (Safety Level Systems);
- Ensures adherence to DRC Security procedures and at the programs level in Mali,
- Develops a local security network at the program level;
- Ensure that DRC is part of security networks at the field level and that appropriate information regarding security in the area of operations is collected;
- Ensures that security incidents at the program level are reported to the CD.
YOUR PROFILE
- Professional background in protection of internally displaced persons and/or refugees, as well as human rights law in general (masters level or equivalent)
- Minimum 5 years field experience in protection, including at least 3 years working in refugee/IDP contexts;
- Proven experience with implementation of operations in very insecure environments;
- Experience with emergency protection monitoring, documentation & analysis of protection data, protection training and advocacy, child protection and setting up of community protection networks;
- Experience in project management, including donor relations and staff supervision;
- Experience with relief/emergency response activities, especially assessment, logistics and monitoring, are an advantage;
- The willingness to live and work in an insecure environment with limited physical amenities;
- Excellent interpersonal and negotiation skills;
- Fluency in French and English (spoken and written)
