Senior Job Counselor and Training Officer

We are looking for a highly qualified candidate who can be responsible for the livelihood counseling to beneficiaries and their follow up; in addition to the implementation and supervision of the skills development trainings provided by both DRC staff and external service providers, including local partners.

Who are we? 

DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. 
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job 
The DRC is planning to implement a Livelihoods Centre (DLC) in north Lebanon and specifically in Tripoli, serving as venue for the DRC’s livelihoods activities (vocational training, apprenticeship, job referrals). The DLC will serve as a space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labor regulations. Job-seekers are advised on their rights as workers and on the working conditions they should expect. The DLC advocates for employers to offer decent working conditions to their employees, including equal wages for women and men, minimum wages, working hours, and safety and health at work.

Duties 

• Provide counseling services on employment and self-employment options, on vocational training opportunities, apprenticeship, and micro loans. 
• Provide jobseekers and employers with information on relevant Lebanese regulations (including on business start-up) and their implications for Syrian refugees, and Lebanese jobseekers 
• Support employers through pre-screening of job seekers, match job seekers with training and employment opportunities and follow up with them after being hired 
• Organize and hold group information sessions (job application training and information) 
• Organize skills development courses together with implementing partners and supervise their implementation, ensuring that all logistical arrangements are in place and that beneficiaries attend regularly 
• Develop and implement terms of reference and work plans for service providers and review progress at regular intervals 
• Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development.   
• Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training. Ensure that beneficiaries’ selection is in full compliance with DRC procedures, pre-established vulnerability criteria.

About you 

To be successful in this role you must have a bachelor degree in Social Sciences, Human resources or equivalent, at least 3 years of livelihood counseling and training experience, previous INGO experience, demonstrated competence in livelihood counseling and practical experience in implementation of skills development trainings.

 

Ideally you will also have previous experience working with private sector employers and in dealing with vulnerable clients. You must be able to work in stressful environment, have fair experience in computer and especially in Excel, excellent interpersonal communication skills and understanding of the job market in Tripoli. 
 
We offer 
An interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work from June 2016 and be willing and able to work in Tripoli. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level  C+1, equivalent to 1,850USD per month.
