Do you have Minimum 4 years of experience within humanitarian coordination and representation in a humanitarian/ recovery context? Do you have a university degree, preferably in law or social studies and interested working in a challenging and complex context with one of world most effective and respected Humanitarian Organizations? 

NRC is looking to recruit an experienced Housing, Land & Property (HLP) Sub-Cluster Coordinator for our Country Office in Iraq. This position will be placed in Erbil with some travelling to Area Offices in Dohuk, Baghdad & Kirkuk. The Housing, Land & Property (HLP) Sub-Cluster Coordinator reports to the Head of Programmes.  

Our Ideal Candidate is someone who has strong representation skills and technical experience with housing and property issues. This person should be a strategic thinker and have experience in working with developing strategic plans. The Housing, Land & Property (HLP) Sub-Cluster Coordinator position will be working closely with Donors, partners, and Government agencies and the ideal candidate he should have a very strong communication, interpersonal, analytical and negotiation skills.
In this position you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis. 
 

Responsibilities include:

  • Develop/update the HLP Sub-Cluster’s annual strategy and work plan, and monitor progress against the work plan;

  • Contribute HLP technical inputs in the development of Protection and/or Shelter Cluster/sector’s annual Humanitarian Response Plan, Regional Refugee & Resilience Plan (3RP), contingency planning and advocacy messages;

  • Represent the HLP Sub-Cluster in relevant humanitarian forums, including the Protection Cluster’s Strategic Advisory Group (SAG), Inter-Cluster Coordination Group (ICCG), Returns Working Group, as well as humanitarian pooled funding mechanisms for the Protection and/or Shelter Clusters;

  • Identify and liaise with HLP focal points across Iraq, and ensure timely response to ongoing and emerging HLP needs through regular coordination with HLP Sub-Cluster members;

  • Provide bilateral technical guidance on HLP to humanitarian partners, government authorities and early recovery stakeholders, as requested, and in accordance with international standards;

  • Provide support to HLP Sub-Cluster members with reporting on their activities to Activity Info, and contribute HLP reporting and analysis to OCHA’s Situation Reports;

  • Contribute to the development of HLP-related tools and technical/operational guidance materials for the benefit of humanitarian partners;

  • Promote HLP-related capacity building opportunities for HLP Sub-Cluster members;

  • Ensure that key learnings related to HLP are extracted from implementation of humanitarian response plans, and reflected in future planning;
