The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking to recruit an experienced Information, Counselling and Legal Assistance Programme Manager for our Erbil Office.

Our ideal candidate is:
A university graduate (Law/Social Studies or similar), with a minimum of 3 years' experience in a senior level legal assistance project implementation position in a humanitarian/ recovery context.  Someone with a good knowledge of the displacement context in Iraq and the Middle East, experience with start-up and expansion programmes and experience working in a complex and volatile context.


Job Tasks and Responsibilities:

 

  • Line management for project staff
  • Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Provide technical direction to ICLA team, and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the ICLA Specialist, highlighting operational successes and challenges                    
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Develop and manage project budget, in cooperation with Area Manager & ICLA Coordinator
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of displaced persons in line with the advocacy strategy
  • Participate in relevant project start-up, progress review, and closing meetings
  • Ensure accurate and consistent implementation of ICLA case management and M&E tools
  • Actively participate in relevant humanitarian coordination meetings in Baghdad
  • Actively promote and operationalize synergies between ICLA and other NRC programmes
  • Any other task relevant to the position as requested by the Area Manager or ICLA Specialist

 

We offer up to a 12 month contract
