Resettlement Officer Profile

Mid (P3) and Senior (P4) Level Positions

Introduction
In 2016, it is estimated that more than 1.15 million refugees globally are in need of resettlement.
Since September 2015, a number of countries have announced significant additional places for resettlement and humanitarian admission programmes.  Additional resettlement staffing capacity is required in various resettlement operations and regional offices/hubs.  The resettlement staff will identify, interview, assess resettlement needs, and process persons identified for resettlement following established procedures, undertake field missions and provide counselling to individuals as required.  They will also contribute to the development and enhancement of strategies and mechanisms to address the resettlement needs of persons of concern in the context of comprehensive solution strategies within their operations and/or regions.  The resettlement staff will monitor resettlement activities to ensure progress against targets, transparency and efficiency in case submissions, and maintain regular contact with resettlement countries and other key stakeholders. 

Typical functions may include:
¿ Develop operational strategies and mechanisms to address the resettlement needs of persons of concern.
¿ Revise and implement Standard Operating Procedures for promoting the resettlement of persons of concern as a protection tool and durable solution in the context of comprehensive solution strategies. Where applicable, provide oversight, monitoring, support and guidance to the Field Offices and oversee programme design and implementation.
¿ Promote, disseminate and strengthen understanding and capacity for and monitor the implementation of UNHCR¿s global resettlement policies, procedures and guidelines.
¿ Manage a process to ensure country-wide understanding for and compliance with UNHCR¿s standard operating procedures for resettlement.
¿ Monitor resettlement activities, as applicable, to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders.
¿ Ensure consistency in the quality and timeliness of referrals to the regional office, headquarters or, as appropriate, resettlement countries represented at the country-level.
¿ Identify, interview, assess resettlement needs, and process persons identified for resettlement (mainly complex and sensitive cases), following established procedures; undertake field missions; provide counselling to individuals.
¿ Guide and support government officials and partners undertaking resettlement-related missions.
¿ Maintain regular contact and close cooperation with resettlement countries and partners to ensure effective resettlement delivery and adherence to adequate protection and resettlement standards.
¿ Participate, and where appropriate lead, country-level discussions with resettlement countries and partners.
¿ Manage a process to ensure that persons of concern and partners receive up-to-date and accurate information on UNHCR¿s resettlement policies and procedures.
¿ Ensure the production of analytical resettlement reports, updates and briefing notes, including with regard to the trends, the office¿s performance in meeting resettlement targets, challenges and responses.
¿ Assess training needs, draw training plan and strategy and deliver resettlement and related training to UNHCR staff, partners and other stakeholders as required.


Minimum qualifications and professional experience required:

For positions at the P3 level

- Education: University degree in international law, international relations, political science, social sciences or related fields of discipline
- Job experience: At least 8 years (6 years with Advanced University degree) of professional work experience relevant to refugee protection work
- Demonstrated experience in casework or case management, preferably in a refugee or immigration context.
- Experience working in a multi-cultural environment.
- Experience acting in a managerial role, preferably in an operational context.
- Written and oral communication skills.
- Interpersonal skills.
- Experience conducting training and/or coaching.
- Excellent knowledge of English.  Working language of another UN language desirable preferably French and/or Arabic.
- Demonstrated experience working with a wide range of stakeholders.
- Ability to work in a fast paced environment with multiple competing deadlines.
- Analytical skills.

Desirable
- Work experience in a field location.
- Experience working with Government authorities.
- Experience working in resettlement.
- Experience working in refugee status determination.
- Knowledge of international refugee protection principles.
- Knowledge of a second language.


For positions at the P4 level

- Education: University degree in international law, international relations, political science, social sciences or related fields of discipline
- Job experience: At least 12 years (10 years with Advanced University degree) of professional work experience relevant to refugee protection work.
- Experience working in a multi-cultural environment.
- Demonstrated experience acting in a managerial role, preferably in an operational context.
- Demonstrated written and oral communication skills.
- Proven interpersonal skills.
- Experience conducting training and/or coaching.
- Excellent knowledge of English.  Working language of another UN language desirable preferably French and/or Arabic.
- Demonstrated experience working with a wide range of stakeholders, including at a senior level.
- Proven ability to work in a fast paced environment with multiple competing deadlines.
