Registration Officer (Case Management)

Operational Context

Registration is an essential tool for protection, for the management of operations, and for the achievement of durable solutions. The strategic approach for upscaling resettlement aims to enhance the early identification of persons with specific needs and vulnerabilities, and those eligible for resettlement, through strengthening registration processes.
The Registration Officer (Case Management) would be expected to build upon and complement existing registration infrastructures in operations with a focus to:
- (i)   maintain and improve the accuracy and representativeness of registration data (including data on specific needs) for the purpose of early identification of resettlement cases;
- (ii) conduct mining and analysis of existing registration data to determine population demographics and inform resettlement programs; and
- (iii) strengthen continuous registration and verification activities for resettlement case identification and referral to simplified resettlement processes.

The Registration Officer (Case Management) works in close collaboration with Registration, Operational Data Management, Information Management, Protection and Resettlement staff to ensure that relevant and appropriate data is collected at registration (or during verification activities)  to facilitate resettlement case identification, manage incidences of resettlement fraud, and ensure timely referrals to simplified resettlement processes and protection follow-up where required. The Registration Officer (Case Management) receives functional guidance and support from the Identity Management and Registration Section (IMRS) in Headquarters.

The Registration Officer (Case Management) requires a strong background in protection and refugee case management processing (i.e. Registration, RSD, resettlement, protection intervention, assistance provision etc.), the ability to apply operational guidance to practical implementation in the field and facilitate change in procedures where gaps occur. Experience with UNHCR¿s registration software proGres and data management principles in general while having good capacity to organize information with acute attention to detail is highly desirable.

Responsibilities
- Design, implement and monitor appropriate registration and case management processes for the efficient and effective identification and referral of cases potentially eligible for protection or solutions interventions including resettlement.
- In collaboration with Registration, Protection and Resettlement staff, review, assess and recommend any changes to the standard registration data set to facilitate the identification of persons eligible for resettlement or other forms of admission, based on established eligibility criteria.
- Advise on the adaptation and use of specific registration data to inform the resettlement upscaling process.
- Assist in conducting regular data quality and audit checks to monitor the accuracy and representativeness of registration data and as a tool for identification and prevention of fraud.
- In cooperation with Operations Data Management and Information Management staff, assist in compiling and analysing population data to inform resettlement activities.
- In cooperation with Protection staff; design, implement and monitor procedures for the efficient and accurate identification and referral of persons with specific needs who may require follow-up protection interventions.
- Provide comprehensive training and guidance to registration staff to enable them to maintain population data on a continuous basis, with a particular emphasis on ensuring consistency and standardization of data collection, identification of specific needs and use proGres codes, resettlement eligibility criteria and processes for resettlement and protection referrals. 
- Develop and maintain information campaigns and processes to ensure that persons of concern, Government authorities and partners have accurate information on registration and resettlement processes.
- Design appropriate procedures and systems for updating and verifying of registration data through continuous registration and verification activities, including the facilitation of additional data collection methodologies and analysis.
- Establish appropriate procedures for managing and verifying population identities, including through implementation of biometric and other case management tools to protect individual data and prevent and identify fraud.
- Design, implement and revise, as required, operation-specific SOPs for all aspects of registration including large-scale continuous registration and verification activities in accordance with applicable standards and policies.
- In cooperation with Operational Data Management and Information Management staff, standardize the consolidation and timely dissemination of reports and statistics on persons of concern, which will inform resettlement and other activities.
- Document and report on registration activities at the operation level, and report on the impact of support interventions to the management of operations.
- In coordination with the IMRS and Resettlement Service in Headquarters, develop data sharing agreements on transfer of refugee data to resettlement countries.


Minimum qualifications and professional experience required:

For positions at the P2 level

- Education: (Advanced) University Degree in Law, Social Sciences, International Relations, Statistics, Information Technology or other related field.
- Professional experience: With a university degree minimum 4 years of relevant experience in population data management, protection, field support activities, or 2 years relevant experience with an advanced university degree. Previous experience in the humanitarian sector, in particular in deep field locations, will be an asset.
- Skills: Excellent interpersonal and communication skills, flexibility and organizational skills with strong capacity in multitasking. Demonstrated computer skills, particularly in data management.
- Languages: Fluency in English. Working knowledge of French or Arabic is desirable.

For positions at the P3 level

- Education: (Advanced) University degree in Law, Social Sciences, International Relations, Statistics, Information Technology or other related field.
- Professional experience: Minimum 8 years (6 years with advanced university degree) relevant experience in population data management, protection, field support activities. Previous experience in the humanitarian sector, in particular in deep field locations, will be an asset.
- Skills: Excellent interpersonal and communication skills, flexibility and organizational skills with strong capacity in multitasking. Excellent computer skills, particular in data management. Demonstrated experience in delivering training will be an asset.
- Languages: Fluency in English. Working knowledge of French or Arabic is desirable.
