INTEGRITY OFFICER PROFILE

Mid (P3) and Senior (P4) Level Positions

Introduction
UNHCR is creating several Integrity Officer positions, which will be strategically placed in regional offices as part of a global integrity network. These posts will be key in ensuring the effective implementation of the policy framework, as well as assist by providing oversight and technical support to operations, including assistance in risk management activities and reporting and information sharing with outside stakeholders on fraud related topics. The development of fraud prevention, mitigation and investigation trainings will be developed centrally as part of the policy roll out and the integrity network will play an important role in delivering these trainings, as well developing regional specific training materials and providing ongoing coaching. The integrity officers may also act as advisors on fraud investigation issues and provide support and guidance to investigators where necessary.  
It is envisioned that the integrity network, both in headquarters and in the field, would also lead an increased number of oversight and anti-fraud technical assistance missions. These missions would provide feedback to operations as to how they might strengthen their processes to prevent fraud and how to fill any potential gaps

Typical functions include:
¿ Assist in the implementation of the new comprehensive anti-fraud policy and operational guidelines.
¿ Identify any areas of systemic weakness, vulnerability and risk of potential external fraud. In close cooperation with country teams, the incumbent will develop strong oversight and accountability mechanisms, assist operations with the development of targeted SOPs and training.
¿ Conduct investigations of complex cases in the region; establish a regional fraud reporting mechanism on external fraud in line with HQ reporting requirements.
¿ Develop and implement a regional anti-fraud communication strategy targeting refugee communities and partners.
¿ Establish a liaison role with local counterparts involved in anti-fraud matters and investigations, such as governmental and diplomatic officials, other UN agencies and NGOs

Minimum qualifications and professional experience required:

For positions at the P4 level

¿ Education: University degree in international law, international relations, political science, social sciences or related field of discipline.
¿ Job experience: At least 12 years (10 years with Advanced University degree) of professional work experience relevant to refugee protection, integrity or compliance work.
¿ Demonstrated knowledge of international refugee protection principles related to refugee status determination and/or resettlement.
¿ Demonstrated knowledge of the principles relating to administrative and/or fraud investigations.
¿ Demonstrated superior interviewing skills, preferably in a refugee or investigative context.
¿ Demonstrated written and oral communication skills.
¿ Proven interpersonal and analytical skills.
¿ Excellent knowledge of English and working knowledge of another UN language desirable preferably French and/or Arabic.


Desirable
¿ Experience working in a field location and/or multi-cultural environment.
¿ Experience conducting trainings.
¿ Experience working with Government authorities.
¿ Experience working in resettlement, refugee status determination or refugee registration. 
¿ Experience in casework or case management, preferably in a refugee or immigration context. 
¿ Excellent IT Skills.
¿ Proven ability to work in a fast paced environment with multiple competing deadlines.
¿ Proven experience in strategic thinking, planning and management

For positions at the P3 level

¿ Education: University degree in international law, international relations, political science, social sciences or related field  of discipline
¿ Job experience: At least 8 years (6 years with Advanced University degree) of professional work experience relevant to refugee protection, integrity or compliance work.
¿ Demonstrated knowledge of international refugee protection principles related to refugee status determination and/or resettlement.
¿ Demonstrated superior interviewing skills, preferably in a refugee or investigative context.
¿ Demonstrated written and oral communication skills.
¿ Proven interpersonal and analytical skills.
¿ Excellent knowledge of English and working knowledge of another UN language desirable preferable French and/or Arabic.
